About this file

This document is a Justification for Limiting Sources (LSJ) for a sole source procurement by the Department of Veterans Affairs. The contract is for a Code Alert Patient Wandering System (model 9450-8073) to be delivered and installed at the White River Junction VA Medical Center's Community Living Center. The system, manufactured and distributed exclusively by RF Technologies Inc., features small, lightweight wrist-worn transmitters that help prevent veterans from wandering by alerting caregivers when a resident approaches or attempts to leave an exit.

The procurement will be made against GSA Contract Number 47QTCA23D00BG, with a justification that RF Technologies is the only source capable of providing the unique, highly specialized wandering management system. Market research confirmed RF Technologies as the sole manufacturer and provider of compatible products like Safe Place®, Code Alert®, and Help Alert®. The procurement is part of the Inpatient Ward Renovation project, with installation planned in two phases during July and August 2025. The contract is set aside for a small business, and the total value of the proposed action is redacted in the document.
