About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to procure a video surveillance system for the VA Pacific Islands Healthcare System in Honolulu, Hawaii. The procurement involves the purchase, installation, and configuration of an Avigilon video surveillance system with 16 cameras and supporting infrastructure to be implemented at the Tripler Army Medical Center campus located at 459 Patterson Road, Honolulu, HI 96819. This is a brand name requirement specifically for Avigilon equipment due to compatibility with the facility's existing access control system (CCURE) and integration capabilities with Motorola LMR radios for emergency announcements. The government intends to award a single firm-fixed price contract under NAICS code 541519 (Other Computer Related Services). Interested vendors must submit questions in writing to Contracting Officer Mathew B. Czeshinski at Mathew.Czeshinski@va.gov, with solicitation documents available on or about December 10, 2025, and a response deadline of December 11, 2025 at 15:00 Eastern Time.
This procurement is designated as a total small business set-aside on the open market. Market research conducted by the government across multiple platforms including SBA.gov, GSA, NAC, SAM.Gov, SEWP, and FPDS identified multiple small business and service-disabled veteran-owned small business distributors as potential vendors. A previous SEWP solicitation issued on October 28, 2025 received two quotes that exceeded the appropriated funding, prompting the government to re-solicit on the open market in a small business set-aside format. While specific budget or award values are not disclosed in the pre-solicitation notice, the earlier SEWP quotes that were deemed excessive provide some indication of the anticipated cost range. The project encompasses the complete purchase, installation, and configuration of 16 Avigilon cameras with all necessary supporting infrastructure at the specified Hawaii location.
