2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This JOFOC is being prepared for a brand name only solicitation to be competed on the OM in a SB set-aside. The solicitation will result in a firm fixed delivery order, with no options. This project is for the purchase, installation and configuration of Avigilon cameras and supporting infrastructure at the Veterans Affairs Pacific Island Health Care System (VAPIHCS), located on the Tripler Army Medical Center (TAMC) campus. The system will incorporate advanced video analytics to support proactive monitoring and recording of entry/exit points and sensitive areas through video application. The VSS installment will include 16 cameras/license and all related system equipment.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA already has Avigilon equipment and software on site that will need to be able to integrate with any additional items added to the system. Only equipment from the OEM (Avigilon) is compatible with the current system. One of the key features with Avigilon is the capability to announce emergency to the Police Motorola LMR radios. Avigilon product meets all federal standards and requirements and compatible with our access control system CCURE. Avigilon is a Motorola brand and subsidiary, there are many SB authorized distributors available.
4. Description of market research conducted and results or statement why it was not conducted: SBA.gov was reviewed utilizing NAICS 541519, where 5,597 SDVOSBs and 6,344 VOSBs were found. GSA was reviewed where several of the Avigilon cameras were found on schedule, distributors include (SDVOSB) and (SB). GSA eLibrary was reviewed where 127

The NAC was reviewed, with no significant results found. SAM.Gov was reviewed, where notice of intents to sole source were found including 70RFPW25QW8000. The SCMC was reviewed with no significant results being found. SEWP was reviewed, searching for Avigilon distributors. 128 SBs were found, including SVDVOSBs and
. The CO reached out to these vendors to determine if the current requirement for VAPIHCS could be met via their SEWP contracts, all vendors responded in the affirmative. FPDS was reviewed:
