About this opportunity
The Portland VA Medical Center requires the urgent procurement of a critical emergency lighting inverter to support four operating rooms (41, 42, 43, and 44) where the current system has failed. The Department of Veterans Affairs Veterans Health Administration is seeking a single-phase 2.2KVA inverter with specific technical requirements including 277 volt 1 phase input/output, 4 individual output breakers, 2 milliseconds transfer time, UL 924 listing, and compliance with NFPA 101 and NFPA 70 standards. The inverter is essential to prevent power disruptions during critical patient care procedures and surgeries, as without it, operating rooms would experience up to 10 seconds of lighting failure during power outages before emergency generators activate. The contract requires timely procurement and delivery to enable immediate installation by Portland VA Facilities Management Service. Responses to this pre-solicitation notice are due by June 23, 2025, at 12:00 PM Pacific Time, with the contract administered by the Network Contracting Office in Vancouver, WA under contract specialist Meredith Valentine.
This procurement is designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 335132 for Commercial, Industrial, and Institutional Electric Lighting Fixture Manufacturing. The specific equipment required is Part #6-FTEM-3-S-BD (20-04)-2YW with floor mounting and seismic mounting supplies included in the scope. The contract calls for delivery of one lighting inverter unit and one set of mounting supplies to the VA Medical Center in Portland, Oregon. No incumbent contractors or current service providers are identified in the notice, and no specific award values or budget ranges are disclosed. The urgency of this procurement is emphasized given the critical nature of maintaining continuous emergency lighting systems in active operating room facilities.
Notice text
The Portland VA Medical Center has a failed emergency lighting inverter that supports numerous 4D Operating Rooms, including 41, 42, 43, and 44. These operating rooms are critical for patient care procedures and surgeries. During a power outage the lighting inverter supplies continuous power to designated light fixtures, and without the lighting inverter a power outage would cause all the lighting to stop working for up to 10 seconds or until the emergency generators provide power. A lapse in power could cause disruption to patient care. The scope of this contract is to procure the power inverter timely, so that Portland VA FMS (Facilities Management Service) can install it as soon as possible to avoid any disruptions to patient care from a potential power outage.
