About this opportunity
The Naval Surface Warfare Center, Philadelphia Division is conducting market research for comprehensive sustainment engineering and technical services supporting Electrical Power & Integrated Propulsion Systems for DDG 1000 and DDG 51 ship classes. The services encompass technical data package development, ship installation drawing reviews, configuration management, system troubleshooting, fleet support coordination, software and hardware upgrades, cybersecurity system support, training, and equipment repair across both vessel classes. This Request for Information seeks non-commercial product/service solutions from potential contractors capable of providing these specialized naval power systems engineering services. Interested vendors must submit capability statements demonstrating their ability to meet the technical requirements, including company information, current relevant products, typical capabilities, and user references. All responses must be submitted electronically to jenny.e.tomeo.civ@us.navy.mil by 6:00 PM EST on October 21, 2025, with the reference number N64498-25-RFPREQ-PD-44-0132 in the subject line.
This opportunity does not include any set-aside designation and is open to all qualified contractors. The RFI documents indicate that DRS appears to be the current OEM (Original Equipment Manufacturer) provider for these systems, as referenced in the Statement of Work title "DRS OEM Support Services." The Navy anticipates awarding a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Cost-Plus Fixed Fee structure, though no specific award values or budget ranges have been disclosed in this market research phase. Responses are limited to ten pages maximum and must include the vendor's NAICS codes, business size classification, socioeconomic status, and DUNS number. The government emphasizes that this is strictly a market research effort under FAR Part 10, with no compensation provided for response preparation and no guarantee of future contract award.
