About this opportunity

The Defense Logistics Agency (DLA) Aviation has issued a sources sought notice for 374 National Item Identification Numbers (NIINs) to conduct market research and identify companies capable of manufacturing or legitimately obtaining these aviation-related items. This pre-solicitation notice is strictly for informational and market research purposes and does not constitute a formal solicitation or commitment by the government. Companies interested in being considered as approved sources must demonstrate their manufacturing capabilities and quality standards that meet or exceed current requirements. To qualify as an approved source, interested parties must submit a Source Approval Request (SAR) package containing comprehensive technical data proving their competency to manufacture products at the required quality level. The deadline for responses to this sources sought notice is August 19, 2025, with Melissa Gallagher serving as the primary point of contact at the Richmond, Virginia contracting office.

This opportunity carries no set-aside designations and is open to all qualified manufacturers. The projected procurement values vary significantly across the 374 line items, ranging from $250,000 to over $80 million for individual items, indicating substantial potential contract opportunities. The procurement timeline spans from August 2025 through early 2026, covering various categories including Aviation, Maritime, and Communications & Electronics items. No current contractors or incumbents are specifically identified in the notice, as DLA Aviation is seeking to expand its approved source base for these items. Companies must proactively submit SAR packages to demonstrate their manufacturing competence, with the burden of proof resting entirely on the prospective contractor to document that their products equal or exceed the quality of currently approved items.
