This acquisition is a total small business set aside. This Request For Proposal Solicitation Number will be a Firm-Fixed Price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238210. All other firms are deemed ineligible to submit offers. The small business size standard is $15.0M. The Contractor shall provide the government with the design, construction, and warranty for replacement of the generator at the Air Traffic Control on Vandenberg AFB, California. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation.


A site visit is scheduled for 24 July 2018 at 09:00 AM PST at Bldg 1746/1748, Vandenberg AFB, CA. The purpose of the site visit is to view existing conditions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 20 July 2018 at 03:00 PM PST.

The names of attendees (Attendees will be limited to 2 individuals per company due to limited room capacity)
**For individuals that do not have base access, identify the need for a base pass and provide the attendees name as it appears on their driver's license in order to have a base access pass prepared. RAPIDGate does not work at Vandenberg AFB.**


Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit.


Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended.


All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 27 July 2018 at 03:00 PM PST.

The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to replace the existing generator with auto-transfer switch to instantly restore power to the Air Traffic Control Tower bldg. 1748 and airfield operations bldg. 1748 and airfield lighting on Vandenberg AFB. The Award is contemplated as a total small business set-aside. The NAICS code is 238210 and the size standard is $15M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR part 36 Construction and Architect - Engineer Contracts. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award.
