FA461018R0019; XUMU 17-1062B, Replace Generator, Air Traffic Control

Questions and Answers

1. The SOW states in 3.6.1 #8 that as part of the design to perform and Environmental Survey but in section 2.6.3 it states if applicable. Does the government want a survey included in the cost? Do you have the most recent environmental site survey available?

Answer: If applicable contractor will perform environmental survey. Environmental compliances will provide any environmental surveys to the contractor of the building 1746-

1748 during their site investigation.

2. Due to space limitations and required code clearances, is it acceptable to install the generator outside in a weather proof enclosure? If so should the enclosure have sound attenuation?

Answer: Indoor generator is preferred, but a stainless steel enclosure with sound attenuation will be required if installed outside of existing building.

3. Does the Government want new GenSet need to have a base tank in lieu of the standalone diesel tank that is currently in place? See below as an example.

Answer: Base tank is preferred. Contractor shall remove existing generator, existing ATS, and existing day tank.

4. What are the monitoring points on the existing generator and ATS by Base CE? By the facility monitoring system?

Answer: Alarms are received at CE’s DCC. Coordinate monitoring points with CE’s Alarm

Shop.

5. Can the government provide electrical and structural record drawings of buildings 1746 and

1748?

Answer: See attachments, no structural drawings available.

6. Is there an accurate single line drawing?

Answer: See attachments.

7. Can the Government provide current trends from the ATS over a 30 day period from the existing facility monitoring system?

Answer: Not available. the contractor needs to verify all information as part of your investigation.

(1) Load Study:

The purpose of this project is to provide the government with A-E services to design the installation of a new generator with auto-transfer switch to instantly restore power to the Air

Traffic Control Tower bldg 1748, airfield operations building 1746, and airfield lighting, and

AE must perform a load study to determine

• the total of all mission critical electrical loads

• the total of all loads for the buildings and airfield lighting

If the mission critical, NFPA, and NEC codes/standards required loads are 70% or more of the total load of the building, the generator may supply the entire building with power.

Contractor’s design must be able to provide data for blocks 10 through 22 and attachments for block 31 of the attached Generator Authorization and Design Approval Request.

8. Are all of the mission critical loads currently fed from the existing ATS?

Answer: Unknown, the contractor needs to verify all information as part of your survey.

9. The RFP requires the airfield lighting to be fed from the new emergency back-up system

(EBS); however, it was mentioned during the job walk that only the controls for them and not the lights themselves were to be fed from the EBS.

Answer: Yes only the controls need to be fed, but the contractor needs to verify all information as part of your survey.

10. At what voltage does the airfield lighting system operate?

Answer: 4160V.

11. How is the airfield lighting controlled and how is it fed?

Answer: It is a computer-controlled system from ADB Airfield Solutions, via a fiber cable connection between the Airfield lighting Vault and the Control Tower. Power feed comes from B1747 (Lighting Vault). Power for airfield lighting has a back-up generator in B1747.

12. Please provide the Generator Authorization and Design Approval Request mentioned in 2.2 of the SOW.

Answer: See attachments.

13. If existing NEC work space violations are present, is the Contractor required to correct those violations in the areas in which work is being performed?

Answer: Yes, contractor is expected to correct any NEC work space violations.

14. Section 2.6.2 states the Contractor is liable for performance issues, and validation of above and below grade condition assessment. If the ageing system has compromising points of failure that are out of scope, is the Contractor responsible for their performance affecting the overall system?

Answer: The Contractor is to provide the government with a complete engineering design, construction, and warranty for a new properly sized backup power generator with auto-transfer switch(s) to instantly restore power to the air traffic control tower (ATCT bldg

1748), airfield operations building (1746), and airfield lighting without intolerable surges during an outage of any length of time. During the verification of existing condition the
