About this file

This document is a Competition Impracticable Procurement Amendment issued by the Arizona Health Care Cost Containment System (AHCCCS) for contract YH26-0044, involving MATFORCE, SACLAz, and the Yavapai Re-entry SOR IV project. The procurement involves two key organizations: SACLAz, the sole coalition of prevention leaders in Arizona focused on preventing youth drug and alcohol use, and MATFORCE, which serves as the fiscal agent for SACLAz and administers statewide re-entry projects.

The contract covers a funding period from September 30, 2025, through September 29, 2026, with the potential for renewable one-year periods upon funding approval. The maximum procurement need is up to $4,775,000 per year. MATFORCE will continue its work on substance abuse prevention, including developing a statewide toolkit on psychostimulants and fentanyl, and expanding community re-entry projects across multiple Arizona counties such as Navajo, Pima, Pinal, Graham, Apache, and Mohave. The procurement is deemed "competition impracticable" due to the unique role and expertise of MATFORCE in addressing substance abuse and re-entry challenges in Arizona.

COMPETITION IMPRACTICABLE PROCUREMENT AMENDMENT

1. The following contract is associated with this determination: YH26-0044 MATFORCE SACLAz and Yavapai Re-entry

SOR IV

2. In accordance with A.R.S. §41-2534 and A.A.C. R2-7-E303, Competition Impracticable Procurements, "competition impracticable" means a procurement requirement exists which makes compliance with A.R.S. §§ 41-2533, 41-2534, 41-2538, or 41-2578 impracticable, unnecessary, or contrary to the public interest, but which is not an emergency under R2-7-E302."

3. Below are the reasons this is a Competition Impracticable Procurement:

• The SACLAz is the sole group in Arizona comprised of coalition leaders focused on primary prevention, preventing youth use of drugs and alcohol. They aim to help strengthen and support the collective impact of substance abuse coalitions in Arizona. With SOR funding they are able to increase localized community opioid and stimulant primary prevention efforts including a statewide toolkit on psychostimulants, fentanyl and targeted strategies on counterfeit pills.

• MATFORCE serves as the fiscal agent of SACLAz and administers the Yavapai Re-entry and expansion projects statewide. The Yavapai Reentry Project was established in 2011 to focus on a key population in the community whose needs were not being fulfilled – those exiting the Department of Corrections. Through SOR funding the YPR model was replicated into the following community re-reentry projects are now in Navajo, Pima, Pinal, Graham, Apache and Mohave Counties.

• MATFORCE took over the overseeing of the coalition from Health Choice Arizona effective 9/30/2022 and had a contract to provide services for AHCCCS 9/30/2022 through 9/29/2025.

4. Funding amount and project period:

Funding Period: September 30, 2025, through September 29, 2026, renewable for additional one (1) year periods upon funding approval.

Funding Amount: Up to a max procurement need of $4,775,000 per year.

5. After a careful review of the contract and justification listed herein, the Chief Procurement Officer has determined that this contract is a competition impracticable procurement.
