SCOPE OF WORK
ARIZONA HEALTH CARE COST CONTAINMENT SYSTEM
YH25-0094
1.0 PROJECT TITLE: Vive18 Arizona Youth Substance Use Prevention Conference
2.0 PROJECT TIMELINE: 6/1/2025 - 9/30/25
3.0 PURPOSE: AHCCCS supports substance use primary prevention initiatives through the Substance Use Block Grant (SUBG) and State Opioid Response (SOR) grants. Effective engagement of youth into planning and implementing substance use primary prevention programs, services, and activities is considered best practice and more effective than adult-led prevention efforts. Many Arizona coalitions coordinate coalitions that involve youth, serve youth, or even youth-led coalitions. These community coalitions will benefit from a local professional opportunity to engage youth into prevention work in an effective, high-energy way that youth respond to. Offering a youth prevention conference will provide existing youth preventionists additional tools to impact substance use prevention initiatives in their communities, and recruit new youth into prevention work, providing training and skill development opportunities directly to youth.
AHCCCS is partnering with Vive18 for consultant services to support youth-led prevention. Vive18 offers a comprehensive Youth Prevention Leadership Forum, guiding the process from start to finish. This includes event planning, speakers, workshop content, peer-led activities, and a skills-based curriculum that encourages student-led content creation. The program excites young participants about bringing prevention projects back to their communities while delivering an impactful, student-centered event that promotes drug prevention and leadership.
Vive18 ensures students have access to motivational speakers and engaging activities that reinforce positive decision-making. The forum facilitates networking opportunities between students and peer leaders to encourage long-term engagement and equips them with actionable strategies to implement drug prevention initiatives in their schools. Additionally, measurable data is collected through pre- and post-surveys to assess event outcomes. Vive18 incorporates feedback and input from Arizona partners and drug prevention coalitions to enhance youth engagement in prevention statewide. With a dedicated team, well-structured framework, and established content, Vive18 is fully equipped to plan and implement the event seamlessly.
4.0 BACKGROUND AND PROJECT DESCRIPTION:

This event will provide students with inspiring keynote speakers, interactive workshops, and peer-led discussions designed to equip them with tools to make healthy choices and become positive influencers in their schools and communities for youth substance use prevention.
