About this file
This is a Scope of Services document for Orange County, Florida, establishing requirements for a comprehensive background check contractor to perform criminal and civil history checks on prospective and current employees seeking promotions. The contractor shall obtain all criminal and civil history information from actual courthouse records, state or county repositories, or FCRA-compliant databases. Services include county criminal history checks (felony and misdemeanor records from any U.S. county and select Florida counties), educational verification, credit reports, out-of-state Department of Motor Vehicle records, county civil record searches spanning ten years, and high school/GED verification using the national electronic credentialing service Parchment. County criminal searches and NCIC record searches conducted through the county's fingerprinting process are excluded from contractor responsibilities. Most services must be completed within seven business days of request, while international searches for U.S. territories, Virgin Islands, Puerto Rico, and Canada require twenty-one business days. Sealed offers were due by 4:00 p.m. EST on Tuesday, January 6, 2026, with questions due by Friday, December 5, 2025, at 5:00 p.m. EST. Submissions were required exclusively through the OpenGov e-Procurement Platform.

Information gathered shall not be aggregated or resold, and all third-party services must be U.S.-based entities only. The contractor shall not contact applicants directly regarding discrepancies; all coordination occurs through the requesting entity. The contractor must provide a dedicated single point of contact with necessary skills and authority to resolve accounting, technology, and operational issues within ten business days of contract award notice. Out-of-state criminal and civil searches shall be priced individually based on states of residence provided by Orange County. The contractor must provide the ability to add additional services after initial request without requiring re-entry of applicant basic data.
