XUMU 11-1240B; Replace HVAC, Bldg. 7011
Supplemental Proposal Requests for Information (RFIs) dtd 06 Mar 2019
1. The Governments response to Questions 67 and 79 indicates that the Contractor is responsible for performing a Load Study. However, in reference to the Government’s response to Questions 39 and 45, a load study has already been performed. Please clarify.
Response: Transformer increase is decision made by the user leadership, no need to perform an additional load study. Due to the security of the building, the load study will not be posted on FBO.gov. The load study is available upon written (email) request to the Contracting Officer and new contract specialist, Meghann Applebay, meghann.applebay@us.af.mil.
2. The Government’s response to Question 35 indicates to replace both 500KVA Transformers. The Government’s response to Question 69 indicates to upgrade only one transformer. Please confirm that both transformers are to be replaced and that only one of them will be upgraded from a 500KVA to a 750KVA Transformers.
Response: Question 35 was not accurately answered. Only one transformer, the Westinghouse serial PCT 7986-01, will be replaced.
3. In reference to the Government’s response to Question 61 included in Amendment 0005, we are asking for further clarification due to the financial and scope impacts of the response.
Question 61 was: Please confirm the design indoor space temperature and relative humidity requirements.
UFC 3-410-01 Heating Ventilating and Air Conditioning Systems paragraph 3-5.8 “Data Processing Centers and Server Rooms” states:
“HVAC designs for data processing centers \1\ and server rooms must follow DOEFEMP “Best Practices Guide for Energy-Efficient Data Center Design unless specific manufacturer’s guidance exceeds the criteria contained within. /1/” The temperatures and humidity requirements indicated in the RFI response are not consistent with the UFC guidance. Doing so would require adding a large gas-fired boiler or electronic units to the project to create the ability to inject humidification into the system. This would have impacts on the project budget. It may also add costs to the project if an electronic unit(s) are selected as the current electrical service may not handle the increased load required.
Please confirm that it is the government’s intent to provide humidification on the HVAC equipment on this project to maintain a minimum 40% RH within the spaces.
Response: Typical electronic room temp and humidity is:
Ambient temp 68-75 degree F.
Humidity 30% to 70% Humidification will need to be provided on this project. The project SOW has been amended to clarify humidification requirements.
4. Is temporary heating and cooling required during the removal and installation of the new HVAC system?
Response: Yes, temporary heating and cooling is required.
File details come from the government source that posted it.
