XUMU 11-1240B; Replace HVAC, Bldg. 7011
Proposal Requests for Information (RFIs)
1- In Computer Room Air Conditioning (CRAC), we are used to seeing computer cables on the ground with elevated floor (crawl space is used as ducting for the air conditioning), few cables run above ground and the ceiling is very low (to minimize the energy loss). Since the cables in the computer room at Building 7011 are located above ground on a steel paneled grid hanging from a tall ceiling (making it very energy inefficient and requires a lot to cool the computers) and also there are literally millions of cables there, please provide:
A clear access plan/drawing/details to the HVAC ducting above the cables for removal and reinstallation.
HVAC contractor may not be qualified to move the cables to access the ducting. From the site walk, we gather, understandably, manager for the facility is extremely meticulous and requires copious response to manger’s specifications on the project. Given this, it is even more important, a thorough plan be provided for the removal and reinstallation of the ducting in the computer room.
Response: The contractor is required to develop the access plan. Previous contracts which required access above the grid used a scaffolding company to develop a scaffolding plan for access. The plan will need to be coordinated and reviewed by the Government to ensure it does not impede the mission. Depending on the location and time frame of scaffolding installation, access to certain sections of the grid will not be authorized until mission restrictions are lifted.
2- What are different elevations in the computer room, i.e., cable ceiling grid elevation (x-feet above ground elevation) and the building ceiling elevation (clear and roof elevation)? Please provide a profile of the room.
Response: The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase, the design drawings provided are for reference.
3- Specifications state that, this is a Design-Build project, however, a design is provided for most of the project, except, contractor is required to verify whether the current design is per the latest codes and requires updating the design, if there are any changes? This is very confusing and put an undue responsibility on the contractor. For a Design-Build project, specifications clearly provide details as to what is to be included in the incremental design and anticipated deliverable design documents, i.e., what is to be delivered at 35%, 65%, 95%, and as 100% or an alternate percentages. Please provide:
a. A clear specification as to exactly what requires to be designed in this project?
b. What we require to update?
c. Provide a list of submittals required for the project as a design-build project.
Response: a) The Statement of Work identifies the revisions to the concept design which the Contractor will be required to complete. b) The Contractor will be required to update the design as identified in the Statement of Work and ensure that the design complies with all codes and regulations to include UFC and UFGS requirements. c) The Statement of Work identifies the required design and project management submittals. All material submittals will be required to be identified by the Contractor as part of the design.
4- Item # 2 of Statement of Work (SOW) requires demolition of a 500KVA transformer and installation of a 750KVA. Drawing E-101, Note 7 requires removal and relocation of 45KVA transformer. Note 9 sheet E-201 indicates relocate 45KVA transformer. Please clarify exactly what is required regarding transformers related work?
Response: The contractor awarded the contract is required to remove the existing 500KVA transformer and furnish a new 750 KVA transformer. There is also a 45 kVA transformer that needs to be replaced and relocated. The existing location of the 45 kVA transformer is on E-101, note 7, and the proposed new location of the new 45 kVA transformer is shown on page E 201, note 9.
5- Drawing M-201 indicates Alternate Bid. However, there is no description of an Alternate Bid scope in the SOW or a CLIN is provided for the alternate bid. Please clarify.
Response: Disregard alternate bid comments, the contractor will submit the updated design without this comments.
6- Structural drawing S-2, Detail 5 refers to wall infill. Please indicate where does this detail apply? No architectural elevation drawings are provided. Please provide them both for inside and outside of the work area. Please provide clear demolition and new installation Architectural drawings.
Response: The contractor that is awarded the contract is responsible to investigate and confirm all the measurements on the field during the design phase, the design drawings provided are for reference.
7- Provide as many photos as you can for the systems that requires to be removed and for reinstallation of new systems, and also photos that depicts a better understanding of the access limitations for equipment removal/reinstallation in the Computer Room.
Response: Due to the security of the building, photos will not be posted on FBO.gov. Photos are available upon written (email) request to the Contracting Officer and new contract specialist, Meghann Applebay, meghann.applebay@us.af.mil. Due to delays in responding to questions, any previous requests submitted for photos will need to be resubmitted.
8- When will the next door project complete? Also, given all the improvements/fence located next to the outside facilities installation, clearly provide contractor staging area, access and working area for the crane and trucks that will bring large equipment.
Response: The project in the adjacent building is expected to be ongoing when this project is awarded, however, its perimeter fence line may be able to be adjusted to accommodate work and staging restrictions for this project. All the staging areas will be identified during the 2.3.2 Site Survey / Charrette and will need to be approved during the AF Form 103 processing.
9- Does any of the work requires HAZMAT (lead based paint, mold or asbestos) handling or abatement in order to complete the project scope?
Response: During the 65% design the contractor needs to submit:
c. Environmental Surveys: The Contractor shall provide the environmental surveys and include abatement specifications if asbestos, lead-based paint, PCBs, or underground storage tanks (USTs) are affected by work pertaining to any project.
mailto:meghann.applebay@us.af.mil
10- What are the working hours and can we work 10-hour, 4 days per week work week?
Response: No
11- How will the escorting of our workers happen? Are we forced to work only either inside or outside of the building at a given time?
Response: Escorts are authorized to escort up to 10 personnel each and required to maintain a line of sight with all escorted personnel. As a result of the line of sight requirement, workers will be required to stay within view of an escort. As an example, if an escort is overseeing 10 personnel and one of the personnel needs to get an item from their truck or use the restroom the escort will be required to take all individuals to the truck or restroom.
12- How many escorts will be on-site during the work?
Response: The Government anticipates providing two escorts for each work day on site. If the Contractor does not believe this to be sufficient based upon their work plan, they need to specifically identify in their proposal the quantity of escorts and number of days they feel are required.
13- How much time do we need to allocate for each worker to clear the security requirements at
Building 7011, prior to start working each day?
Response: The government anticipates the group of workers will take 10-15minutes to clear security. All personnel associated with this project will have to be sponsored via the Visitor Center to gain access to the base; prior to entering they will need to be vetted by the Visitor Center. The project will also have to have some cleared personnel who has the authority to escort vendors into the work area. Will allot of the work occur within the buildings perimeter; if so, we may need to designate a clear zone for equipment and personnel to work. The timing it will all be dependent if workers follow security protocol.
14- What are the other restrictions based on the escort requirement? i.e., if a worker goes to restroom, and the escort is with that person, do rest of the workers stop working and stay with the escort?
Response: See question 11. Workers may possibly be required to stop work and stay with escort. The answer is dependent upon how many workers are present, the location(s) work is being performed, and the number of escorts available.
15- How much time do we need to allocate to bring the large equipment (crane/trucks) to enter
Building 7011 premises, after they enter the base to deliver large equipment?
Response: The coordination to bring large equipment should begging at least one week in advance with bldg.
facility manager to clear all the security requirement. All service vehicles have to go through search at the Lompoc Gate; this process takes a while due to the large amount of vendors trying to gain access to the base. As you can guess, access during the hours of 6 – 9 am are the most congested. Access to the 7000 Complex itself should be fairly easy just provide Calvin Daniels (Certified Security Consultant) with the dates and he will coordinate with the associated personnel. Also, if you could pre-fill the 1109 visitor form for each individual day of operation this would help to; a large amount of time is spent at the ECF filling this form out on the spot.
16. During the job walk and on the demolition plans the Control Panels for AC-2 & AC-3 were not located in an obvious location(s), nor are they located on the demolition plans. Can you provide the location(s) on the demolition plan? They also appeared to be using pneumatic controls. Is this true?
Response: The Contractor shall investigate, design and build (D/B) a solution to bring the below issues up to code compliance and to meet all base, federal and user requirements. The work shall be based on, but not limited to, the concept design provided. The Contractor shall:
