The project encompasses pavement rehabilitation improvements along White Avenue, including demolition, new sidewalk construction, median installation, landscaping, curb and gutter work, asphalt pavement overlay, and related infrastructure improvements. The scope of work includes 26 bid line items ranging from mobilization and traffic control to specialized items such as cold milling of existing pavement (245,000 square feet at 1.25 inches and 224,000 square feet at 3-3.5 inches), HMA overlay installation (2,900 tons of 2.25-inch B PG 64-10 overlay, 330 tons of ARHM overlay, and 345 tons of HMA overlay), concrete sidewalk and driveway construction, curb and gutter installation, and ADA compliance work including truncated domes and curb ramps. The contract duration is forty-five (45) working days, with construction activities required to commence by November 2, 2026. Sealed bids were to be submitted electronically through Planet Bids no later than Tuesday, September 15, 2026, at 10:00 a.m., with public bid opening scheduled for the same date and time at La Verne City Hall. The successful bidder must furnish a Faithful Performance Bond and Labor and Material Bond, each in the amount of one hundred percent (100%) of the contract price from a surety company authorized to do business in California. California prevailing wage rates apply to all workers, with rates determined by the Director of Industrial Relations and posted at job sites. Payment to the contractor will be made in cash according to specifications, with partial progress payments based on estimated work completion, less a five percent (5%) retention that serves as security for contract fulfillment. Liquid damages are assessed at $500.00 per consecutive working day for failure to complete work within the allowed timeframe. All contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with Public Works Contractor Registration Program requirements. A state contractor's "A" license is required, and all work must comply with California Labor Code provisions regarding prevailing wages, apprenticeship standards, worker compensation insurance, and certified payroll reporting to the Labor Commissioner.

No Contractor or Sub-Contractor may be listed on the proposal unless they are registered with the State DIR.

The award, if made, will be made within 30 days of the date for receipt of proposals.

EXECUTION OF CONTRACT: The bidder to whom award is made shall execute a written contract with the Owner on the form of agreement provided, and shall secure insurance required by the specifications within ten (10) calendar days after date of written notice of award. If the successful bidder refuses or fails to execute the contract, the Owner may award the contract to the second lowest responsible bidder. If the second lowest responsible bidder refuses or fails to execute the contract, the Owner may award the contract to the third lowest responsible bidder. Copies of Addenda will be available on https://pbsystem.planetbids.com/portal/45040/portal-home. Please Note: Bidders are responsible for ensuring that they have received any and all Addenda. The City may reject any Bid which, in its opinion when compared to other Bids received or to the City’s internal estimates, does not accurately reflects the cost to perform the Work. The City may reject as non-responsive any Bid which unevenly weights or allocates costs, including but not limited to overhead and profit to one or more particular Bid items.

DISQUALIFICATION OF BIDDERS; INTEREST IN MORE THAN ONE BID: No Bidder shall be allowed to make, submit or be interested in more than one Bid. However, a person, firm, corporation or other entity that has submitted a sub-proposal to a Bidder, or that has quoted prices of materials to a Bidder, is not thereby disqualified from submitting a sub-proposal or quoting prices to other Bidders submitting a Bid to the City. No person, firm, corporation, or other entity may submit sub-proposal to a Bidder, or quote prices of materials to a Bidder, when also submitting a prime Bid on the same Project.

INSURANCE REQUIREMENTS: The successful Bidder shall procure the insurance in the form and in the amount specified in the General Conditions.
