About this file

This addendum to a Request for Proposals (RFP) issued by Westchester Medical Center Health Network (WMCHealth) revises the timeline for soliciting proposals for self-funded medical plan administration, pharmacy benefit management, and stop loss coverage. The revised schedule extends key submission deadlines: Letters of Intent and executed Confidentiality Agreements are now due September 15, 2026 (extended from September 8, 2026); RFP questions and clarification requests are due September 17, 2026 (extended from September 14, 2026); and final proposals remain due September 25, 2026 at 4:00 p.m. Eastern Standard Time. The secured link providing appendices to qualified vendors will be issued September 16, 2026 (extended from September 10, 2026), and responses to submitted questions will be distributed September 21, 2026 (extended from September 18, 2026). The contract is expected to commence January 1, 2027, serving approximately 13,500 employees across WMCHealth's eight acute care hospital locations and affiliated facilities through five distinct subgroups: WMC Westchester, WMC NYSNA Grandfathered, MidHudson, HealthAlliance, and Charity entities.

The initial contract term runs from January 1, 2027 through December 31, 2029. WMCHealth requires all ASO fees to be guaranteed for three years with no automatic escalators and mandates that the vendor provide year-one allowances to offset incumbent termination penalties and credits or allowances to address implementation costs. The current service provider is Aetna/CVS for medical and pharmacy services, with Aetna providing stop loss coverage at a $1 million specific level for domestic claims only. Only direct submissions from carriers and vendors are accepted; proposals submitted through brokers or consultants will not be considered. Vendors must complete multiple deliverables including Medical RFP Questionnaire, Medical Provider Disruption Workbook, Medical Claim Repricing Workbook, Pharmacy RFP Questionnaire, and compliance documentation regarding M/WBE participation and diversity practices. All proposals must remain valid for acceptance through December 31, 2026, and evaluation will apply best-value criteria emphasizing quality, cost, efficiency, cultural fit, service guarantees, implementation capabilities, and communication support.
