Attachment 2-A: Offeror Information Questionnaire Failure to fully address all information requested may cause the statement of qualifications to be determined non-responsive.
1. Describe the firm’s and the proposed lead team member’s previous design and construction administration experience for projects similar in size and scope to this project.
WERK | urban design was founded by Jesse Westad, PLA, ASLA, who has 16 years of industry experience in Landscape Architecture, specifically as a leading practitioner and advocate of Green Stormwater Infrastructure (GSI) design and planning, but also in the realm of landscape architecture, site analysis, and amenity space design.
Jesse’s leadership is complimented by Brian Sager, PLA, CID, LEED AP who has over twenty-four years of professional experience working on projects throughout the state while living in Southern Arizona or the Phoenix metro area. WERK’s projects are diversified equally within a public and private sector client base.
WERK provides extensive experience and expertise in Green Stormwater Infrastructure design and planning, Landscape Architecture, Landscape Planning, Planting and Irrigation, Parks and Streetscape Design, Inventory and Salvage Plans, and Site Analysis. Our robust experience in both private sector development projects and municipal projects positions us to be able to be responsive to and understand the urgency of your deadlines and expectations. Our experience in Arizona, and regionally, allows us to bring forward solutions based on local knowledge supplemented with Regional and National Best Practices.
Design: A successful On-Call consultant has demonstrated success in many different project types within the broad discipline of Landscape Architecture. From the safety and visibility required by streetscape projects to the shade and access required by public parks, each project has a unique set of goals and metrics for success. As we show below, the experience we have gained is across a broad spectrum of the discipline. The WERK team is technically knowledgeable, capable of working in many different software and knowledge base platforms, and has a passion to improve our existing built environments through design based interventions. WERK constantly pushes the boundaries of graphic and modeling innovation. We use these tools to bring the project to life prior to any shovels striking the ground, which provides the design team quality control, community buy-in and raises the prestige of the municipality through case study analysis and awards.
An integral component of our Landscape Architecture practice is the integration of Green Stormwater Infrastructure design solutions. We believe that Stormwater is a resource, not a nuisance, and can support thriving landscapes. We believe that a tree needs adequate soil to thrive, and we strive to design landscapes with a long shelf life.
With our expertise in site planning, transportation projects, sustainability and Low Impact Development projects, and conservation, we can take on unique and disparate project types. WERK also has substantial experience with development projects, pathway and streetscape design, public open space design, memorial design, public projects, irrigation design, and amenity space design. We will be able to hit the ground running and pick up task order assignments in any state of need. (continued next page)

ON-CALL ARCHITECTURAL AND
LANDSCAPE ARCHITECTURAL SERVICES
Arizona Department of Administration
General Services Division 1400 W Washington St., Ste. B200
Phoenix, AZ 85007
A demonstration of our approach to design of a landscape project within an existing campus is the 2020 APWA Project of the Year Veterans Reflection Circle, where the design of a memorial was integrated into an existing, successful urban park. The park, into which the memorial was designed, has a water reservoir, existing trees and plants, turf grass and inert ground cover, parking and buildings to work around. This design was successful because it designed the project into an existing landscape fabric and preserved existing landscape features that provide shade and comfort to the memorial visitors while preserving the functionality of adjacent facilities during construction.
Construction Administration: While not every design project is built, we have participated in the Construction Phase of many projects that we have been lucky enough to see realized. The Durango Campus Master Plan project, for the Flood Control District, is a good representation of our experience, knowledge, and how we participate and benefit the construction phase process. As the designer for the rainwater harvesting components of the project, we reviewed multiple specialty Contractor Submittals, responded to Requests for Information and issued sketches, Supplemental Instructions, and verifications within a timely manner and with precision. Attendance at regular construction meetings is critical, as is review of or preparation of meeting notes, site observation reports, punch lists, and final acceptance reports. We provided these services during the Durango project, but also for most of the projects that we design. Some notable construction phase efforts include: El Rio Neighborhood Center, ECO PHX, ECO Mesa, Hance Park Phase 1 renovation (Brian, while at prior firm) and we are currently participating in such work for the YMCA retrofit, Wendler Drive retrofit, Fairmont Scottsdale Princess resort renovation, and the Pepin Restaurant.
We work to respond to Requests for Information quickly, while integrating our response into the design principles of the project, and maintaining Owner Value, safety, and schedule.
2. Create a three-column chart. In the first column, list the past project title, budget, and year completed (listing only past projects with similar scope and budget within the past seven years) the firm has been the lead design professional. In the second column of the chart, list the names of any proposed key personnel and subcontractor(s) (if any) “team member” identified for this project that performed services for the project in column one and the team member’s role for the listed project. In column three provide best practices and lessons learned for each project.

2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.
DELIVERABLES: When working under an on-call contract, our landscape architecture firm follows a structured process to determine deliverables. Initially, we review the scope of services and collaborate with the state agency to gather detailed program requirements, ensuring all tasks and responsibilities are clear. Our deliverables are documented in contract exhibits, and we coordinate closely with consultants and client representatives, proceeding with each phase only after obtaining approval. Supplemental services beyond the basic scope, when applicable, are also documented and compensated separately.
Throughout the project, we maintain a high standard of care, adhering to professional standards to ensure compliance with jurisdictional laws and regulations. This approach guarantees that our services are aligned with the project’s goals, ultimately delivering high-quality results that meet the specific needs and expectations of the state agency.
MANAGEMENT: WERK is confident that we have the management and organizational capabilities, knowledge, dedication, and capacity to be responsive to your task order requests. For each assignment, we will work with you to establish or understand the schedule and budget. WERK will then quickly establish a simple work plan, with a schedule and established goals. Should we be so lucky as to have multiple task assignments concurrently, we will recognize each as its own independent task, with unique schedule demands. When synergies between projects can be achieved, we will find those opportunities to leverage. In our nine-year history we have prioritized effort and commitment, which has been a key to our growth from a single-person to currently a two-location firm of eight.
Each project has different schedule demands, and we work to exceed those demands.
Our general methodology involves:
• Initial Assessment and Prioritization: When an assignment is received, we evaluate its scope, objectives, and critical timelines. This ensures we allocate the appropriate resources and define clear priorities.
• Custom Team Allocation: We assemble a specialized team based on the project's specific needs, ensuring the right mix of expertise and experience to deliver exceptional results.
• Streamlined Communication: We establish a clear communication framework, designating points of contact to maintain seamless coordination with clients, stakeholders, and project teams throughout the project life cycle.
• Proactive Planning: For larger or complex projects, we create comprehensive project plans, breaking them into manageable phases with milestones to track progress efficiently. For smaller tasks, we streamline processes while maintaining high-quality outcomes.
• Resource Management: We leverage advanced tools and technologies for resource allocation, scheduling, and cost management, ensuring optimal efficiency and adherence to budgets and timelines.
• Adaptability and Problem-Solving: Given the dynamic nature of on-call projects, we remain agile and ready to adapt to changing requirements or unexpected challenges, employing creative problem-solving to stay on track.
• Sustainability Focus: For all projects, we incorporate sustainable design principles, considering environmental impact and long-term value for the client and community.
• Quality Assurance: Finally, we implement rigorous quality control measures, conducting regular reviews to ensure that deliverables meet or exceed client expectations. (Further details on QC process under question #6)
By maintaining flexibility, communication, and a client-focused mindset, our team is well-equipped to handle on-call projects effectively, regardless of their size or complexity.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?
When the State maintains a prequalified list of Contractors and engages select members of the list to provide pricing on smaller to mid-range scale projects, it can be qualified as Job Order Contracting. In our recent experiences at El Rio Neighborhood Center (City of Tucson), Wendler Drive (City of Tempe), and the YMCA Campus Renovation (YMCA), the contractor was procured through JOC. This method is faster than Design Bid Build and can save time and money. Contracting Limits apply to JOC procurement, so only projects that meet a minimum threshold are candidates for JOC. The effort for El Rio Neighborhood Center was beneficial to the project as the Contractor was a good partner, and communication between the Contractor, Owner, and Consulting team was strong. We provided evaluation of proposed detail changes and material changes rapidly.
When supporting a project manager with defining quantities and units of measure, our firm will create detailed quantity takeoffs by analyzing design plans and specifications to identify all materials, labor and equipment required and break down the quantities into manageable units. (e.g., square footage for turf areas, linear feet for fencing, or cubic yards for mulch). Our firm will also assist by developing a cost estimate for materials and services and include a contingency percentage for unforeseen expenses.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
Once the state has accepted the design schedule, our firm will employ a robust project management approach to manage and maintain the schedule dates. We will establish a detailed project timeline, breaking down the tasks and milestones to ensure all team members are aware of their responsibilities and deadlines. We conduct weekly work-load meetings with our team to monitor the status of each task, identify any potential issues, and implement corrective actions promptly.
We also use project management software to track progress, allocate resources efficiently, and update the schedule as needed. This software allows for real-time collaboration and communication among team members, ensuring that everyone is on the same page. Additionally, we will maintain open communication with the state agency, providing regular updates and seeking their input to ensure alignment with their expectations. By proactively managing the schedule and addressing any challenges that arise, we will ensure that the project stays on track and meets the agreed-upon deadlines.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.
a. Design Requests/Changes: Typically, the turnaround time for design requests or changes is around 3-5 business days. However, this can vary based on the complexity of the request and the availability of necessary information.
b. Requests for Information (RFIs): The standard response time for RFIs is usually 5-7 business days. The urgency and complexity of the RFI can affect this timeframe, with more complex requests potentially requiring additional time for a thorough response.
c. Submittals: The review and response time for submittals generally range from 7-14 business days. This can be influenced by the volume of submittals, the complexity of the project, and the need for coordination with other consultants or stakeholders.
d. Factors Impacting Time Constraints:
i. Incomplete or Inaccurate Information: Missing or incorrect information can delay the review and response process.
ii. Project Complexity: More complex projects may require additional time for thorough review and coordination.
iii. External Dependencies: Coordination with other consultants, agencies, or stakeholders can introduce additional time constraints.
iv. Urgency of the Request: Time-sensitive requests may be prioritized, potentially affecting the turnaround time for other tasks.
By proactively managing these factors and maintaining open communication with all parties involved, we can ensure timely and efficient responses to design requests, RFIs, and submittals.
6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.
Successfully managing a landscape architecture project requires a delicate balance of cost control, time management, and quality control. Our firm is deeply committed to each of these aspects to deliver the highest quality results for our clients.
To manage a multi-disciplinary team of internal staff and consultants, WERK will employ a rigorous quality control process to review drawing sets and deliverables prior to client submittal. This process involves a progressive review by all staff members to ensure that every detail is accounted for. By involving the entire team in the quality control process, we leverage our collective expertise and attention to detail to produce a higher quality deliverable for our clients. We allocate sufficient time before project deadlines to complete this process thoroughly, resulting in a final product that meets our clients’ expectations and reflects our teams’ commitment to excellence. Through this comprehensive quality control process, we consistently deliver exceptional projects that exceed our clients’ expectations.
The project Quality Control Plan will identify all organizational and technical interfaces and will identify design team members and areas of responsibility. The plan will also provide team members responsible for checking the design, those responsible for checking the electronic files, and those responsible for reviewing and submitting the required submittals to the City.

To manage internal costs and enhance efficiency, WERK will start by establishing a detailed budget at the project’s onset that all team members buy into before the design process is started. As projects enter the design process, WERK holds weekly meetings with our team to discuss our ongoing projects and assess employee workloads. These meetings help us anticipate and address any potential bottlenecks, allowing us to reassign projects as necessary. Given that many projects under this on-call may have limited resources in terms of both funding and time, our team carefully reviews staff schedules to ensure we are maximizing efficiency and minimizing costs.
We will work with your project budget and schedule. Key milestones and review periods will be reviewed as necessary throughout the life of the project. Engaging with you and gathering your feedback is critical to effectively adjusting to meet your expectations and delivering high quality plans, specifications, and construction documents.
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?
Our firm plans to implement Procore on this contract by leveraging the team's extensive experience with Procore and other project management software. This expertise has been developed through hands-on use and individual training with Procore and similar tools, enabling us to effectively track project progress, schedules, budgets, and change directives. Throughout the project, all progress updates and final documents will be uploaded to the dedicated project location in Procore, with team members promptly notified of any new uploads. Additionally, iterative design and planning documents will be hosted on Procore, providing a comprehensive platform for managing design and construction progress. During the Construction Phase, Procore will play a pivotal role in handling Contractor Submittals, Requests for Information, and Supplemental Information, ensuring streamlined communication and documentation management.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
Our team has knowledge of how to utilize software that easily manages different project scales. Our team utilizes Geographic Information Systems (GIS), Computer Aided Design and Drafting (CADD), and Building Information Modeling (BIM) to support our design and planning process. Task orders from this contract may require large scale spatial study, effectively accomplished with GIS. Smaller, landscape scale or design related studies may require CADD with survey background, which enables accurate spatial study and modeling. For building or site-specific elements, our team’s use of Revit and three-dimensional modeling software enables us to create accurate and detailed designs, which helps to minimize errors and rework during the construction phase. By utilizing these advanced technologies, our team can deliver high-quality designs that meet the unique needs of each project while maintaining the integrity of existing utility systems.
Dimensions, map aesthetics, and creation of images and study graphics that accurately and effectively communicate critical fundamental data such as drawing scale, area, location, orientation, and legend keys are a strength of this team.
This team has worked on projects that cover all conventional project scales, and with that experience and knowledge, we are in a strong position to create and provide informational graphics that are legible and accurate at any scale of project.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Our team has the capacity to collect drone imagery of project sites. We utilize this skill to gain insight into site character and morphology. Collected images can be used as a background for preliminary design and spatial studies. With survey controlled topographic and aerial photography, we can utilize known points of reference as the basis for dimensioning and as reference points in the CADD drawings.
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
Our team has the experience and expertise to respond to design and construction related review comments such as this, and will provide a thorough and thoughtful response, which may include relevant regulatory document references, design plan references, and code related references. We believe it is critical to take advantage of all client communication in a thoughtful manner, and strive to back up assertions with facts, project related history, or professional opinion, as warranted by the nature of the comment or question.
