About this file
This Request for Information (RFI) seeks information from commercial vendors regarding a proposed Weather Operational Effects intelligence application. The application would enable users to access current and historical climatology data to support weather analysis and forecasting for military operations. It would provide tools for analyzing weather data and creating weather products to aid the Military Decision Making Process. The application is intended to provide real-time weather effects information and implications for friendly and adversary military capabilities.
The RFI requests that respondents provide a white paper by January 3, 2022 responding to specific requirements. The paper should not exceed three pages plus a completed Draft Requirements Checklist and Rough Order of Magnitude cost estimates. The Checklist and supporting documentation are marked Controlled Unclassified Information and available upon request. Cost estimates should include licensing, maintenance, development, and risk management accreditation costs. The RFI also seeks feedback on alternative contracting methods such as public-private partnerships. Responses will be used for planning purposes only, as there is no current intent to issue a procurement.

2. Background The Weather Operational Effects application will enable a user to quickly discover and access current and historical climatology data to feed the weather portion of the analysis of the area of operations. The application will provide the tools for weather forecasters to view, analyze, and adjust weather data and create weather products to support the Military Decision Making Process (MDMP). The application will provide real-time weather-related operational effects and subsequent implications for both friendly and threat warfighting capabilities, with weather-related operational effects, friendly and threat warfighting capabilities supporting Intelligence Preparation of the Battlefield steps 1 and 2. For details, reference supporting Draft Requirements Checklist available upon request.
3. White Paper and Supporting Documentation The supporting document, e.g., the Requirements Checklist, for this RFI is marked as Controlled Unclassified Information (CUI). To obtain a copy, send an email with your organization name, address, and CAGE Code to usarmy.apg.peo-iews.mbx.pm-isa-intel-apps-vendor-responses@mail.mil mailto:usarmy.apg.peo-iews.mbx.pm-isa-intel-apps-vendor-responses@mail.mil mailto:usarmy.apg.peo-iews.mbx.pm-isa-intel-apps-vendor-responses@mail.mil
Responses to this RFI are due no later than 1700 EDT on 03 JAN 2022 and will be in the form of a white paper. Responses must address the information set forth below and in any relevant attachment(s). The white paper shall not exceed 3 pages, not including cover sheet or cover letter, plus the Requirements Checklist and Rough Order of Magnitude (ROM) estimate.
3.1 Draft Requirements Checklist
a. Complete the draft Requirements Checklist, annotating which requirements are satisfied by the proposed solution.
b. Using a narrative not to exceed 100 words describe how the vendor product meets each item in the checklist.
c. Using a narrative not to exceed 100 words, describe any operational history implementing that solution with the Government or Commercial (Software in Production), and/or any history demonstrating the requirements.

The available resources allocation to the Weather Service application is 8 CPU Cores, 32GB RAM, and 1 TB Hard Drive space. Describe the specific software packages that will make up the proposed solution. Describe the software packages and hardware platform(s) on which the proposed solution is hosted, to include CPU, RAM, and Storage specifications.
This information can be provided in the white paper.
