About this file

This document is a Sole Source Special Notice for the Department of Transportation (DOT)'s intended sole-source acquisition of Carasoft's LinkedIn Learning platform. DOT's Departmental Office of Human Resource Management (DOHRM) requires an online learning platform that provides 1,400 host licenses, access to over 18,000 courses and 500,000 videos, and the ability for users to access content from any location via web browser or mobile device. The estimated value of the 3-year contract is $105,848, billed annually. Carasoft Technology Corp. is identified as the only responsible source that can meet DOT's requirements, as LinkedIn Learning is the only platform that can leverage LinkedIn's data and network to provide personalized training recommendations to users. The notice allows other interested firms to submit statements of qualifications by June 16, 2024 to challenge the sole source justification.

Description of Supplies and/or Services Being Procured

The Departmental Office of Human Resource Management (DOHRM) proposes to issue a sole source contract, possibly but not necessarily under the NASA SEWP consistent with FAR

16.505(b)(2)(ii)(A), or possibly as a direct award made outside of NASA SEWP. DORHM requires an online software package that allows for DOHRM to have 1400 host licenses that can be moved between users, unlimited access to over 18,000 courses and over 500,000 videos. The product must be able to be viewed from any location through a web browser or mobile devise with no software download required. The courses need to be viewed onsite, offsite, on a mobile device or even downloaded to mobile devises for offline viewing. All courses must be taught in high-definition video using the latest in instructional technology. The online content must be able to manage user accounts and monitor all usage in the group training account.

The online training tool must also allow DOHRM to recommend content based on a user’s profile, interests, skills, and usage history, to create a highly personalized data-driven engaging learning experience. The total estimated value of the award is $105,848 for a 3-year period, billed annually.

Rationale Supporting Specific Brand Name Acquisition Under the Simplified Acquisition

Threshold / Demonstration of Needed Contractor-Company’s Unique Capabilities

LinkedIn Learning is the only provider that can use the data intelligence of the LinkedIn network

(over 650+ million user profiles and 10K skills) to recommend relevant training content to

LinkedIn Learning users. Learners get uniquely personalized learning experience driven from

LinkedIn’s rich professional data and network of 650+ million members. Only LinkedIn

Learning has insights into the skills that are most critical for people to succeed in the jobs of today and jobs of tomorrow. DOT is not aware of any other subscription provider that offers a comparable product or services that will meet the agency’s needs.

Carahsoft is the only re-seller and sole source government distributor for LinkedIn under NASA

SEWP.

Determination of Fair and Reasonable Cost

Before DOT awards any contract under this procurement, DOT’s cognizant Contracting Officer and Contracting Officer’s Representative (COR) will jointly determine that Carasoft’s / LinkedIn

Learning’s proposed price is fair and reasonable.

Efforts to Identify Potential Sources

Supporting Market Research performed by this procurement’s cognizant COR indicates that

Carasoft / LinkedIn the only entity which will meet all of DOT’s needs.

Overcoming Barriers to Competition

DOT’s cognizant COR and Contracting Officer know of no barriers to competition for the types of services envisioned in this procurement. And this published Sole Source Special Notice tests their knowledge by allowing the submission of contesting Statements of Qualifications as described below. Further, it is anticipated that any future and separate and similar DOT procurement would likewise be supported by the future publishing of a separate Sole Source

Special Notice similar to this one.

Notwithstanding Carasoft’s / LinkedIn’s unique qualifications as described above, this Sole

Source Special Notice allows any other interested firm(s) to e-mail a Statement of Qualifications to james.mowery@dot.gov and to Kenneth.Headley@dot.gov not later than 11:30 PM Eastern

Daylight Time June 16th, 2024.
