The project consists of water main replacements utilizing pre-chlorinated pipe bursting as the primary construction method, supplemented by horizontal directional drilling and open-cut sections, along with associated restoration work. Major work items include approximately 8,835 linear feet of 8-inch HDPE DR-11 water main via pipe bursting, 1,500 linear feet via directional drilling, 517 linear feet via open cut, 24 fire hydrant assemblies, 17 gate valve and well installations, 250 water service curb stop and box installations, and various copper water service connections. A mandatory pre-bid meeting is scheduled for October 22, 2026 at 2:00 P.M. at the City of Livonia Department of Public Works; attendance is required for bid consideration. Electronic proposals are due November 10, 2026 at 2:00 P.M. through the Michigan Inter-Governmental Trade Network (MITN) website. Contract award is anticipated January 12, 2027, with a Notice to Proceed by March 15, 2027 and construction start date of April 5, 2027. The substantial completion date is September 30, 2027, with final completion and project closeout by November 27, 2027.

Bidders must submit proposals with unit prices for all items and provide a 5 percent bid security. The City has established minimum reasonable bidding unit prices for numerous items to prevent bid unbalancing. Prime contractors must demonstrate successful completion of a minimum of 40,000 linear feet of 8-inch water main installed by directional drilling, 20,000 linear feet by pre-chlorinated pipe bursting, and 40,000 linear feet by open cut trench methods within the last three years in Michigan. Contractors must provide at least three municipal references from work completed in Michigan between 2021 and 2026 as the prime contractor. The successful contractor will furnish performance, labor and materials, and maintenance and guarantee bonds each equal to 100 percent of the contract sum. Liquidated damages are assessed at $1,000 per calendar day for failure to achieve substantial completion by November 27, 2027, with no maximum cap. Contractors must bid a minimum of 130 inspector days at $680 per day. All applicants must pay for permits and insurance, with the City reimbursing verified Wayne County permit fees. The project is funded by the City of Livonia, and the bid is firm for 120 calendar days following the bid opening.

9. SUBCONTRACTORS

Bidder shall submit to OWNER a list of all subcontractors and other persons and organizations (including those who are to furnish the principal items of material and equipment) proposed for those portions of the work as to which such identification is required. The OWNER may disqualify a subcontractor if such information is not provided during the bidding process or if the Statement of Qualifications does not provide enough references to indicate that this work can be accomplished satisfactorily. If requested by the OWNER, the apparent successful Bidder and any other Bidder so requested, will, within ten (10) days after the day of Bid opening, submit a Statement of Qualifications with pertinent information as to similar projects and other evidence of qualification for each such subcontractor, person or organization. If OWNER or ENGINEER, after due investigation, has reasonable objection to any proposed Subcontractor, other person or organization, he may request the apparent successful Bidder to submit an acceptable substitute without an increase in Bid price. If the apparent successful Bidder declines to make any such substitutions, the Contract shall not be awarded to such Bidder, but his declining to make any such substitution will not constitute grounds for sacrificing his Bid Security. Any Subcontractor, other person or organization so listed and to whom OWNER or ENGINEER does not make written objection prior to signing of the contract will be deemed acceptable to OWNER and ENGINEER.
