SPECIFICATIONS

1. Description of Work:

The contractor shall furnish all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform a Class III cultural resource inventory and report for historic oil wells and drilling equipment within the Waldo lease in the Osage Oil Field. The Class III cultural resource inventory and report shall provide the Government with:

a. A professionally conducted Class III cultural resource inventory of the 26 acre parcel shown on the map. A Class III inventory is a professionally conducted, intensive survey of an entire target area aimed at locating and recording all cultural resources that have surface and exposed profile indications.

b. A professional report documenting the results of the Class III inventory that meets the Wyoming State Historic Preservation Office Format, Guidelines, and Standards for Class II and III Reports.

2. Project Location and Scope:

The project will be a block inventory of the 26 acre parcel located in T46N, R63W, Section 29, SW ¼ shown on the map. This block area includes the Waldo Wells 1, 1A, 3, and 5, plus the equipment shed for the cable system, the cables from the shed to the wells, and other drilling equipment near the wells, as well as historic artifact scatters.

The purpose of the inventory is to identify, document, and evaluate historic oil field wells, drilling equipment, and artifacts within the survey area.

BLM needs to have the old wells plugged and would need to remove and set aside the historic pumpers to make room for the workover rig. A truck and trailer would haul equipment. Well bore fluids would be circulated to a surface tank, and a small pit would be needed to wash cement equipment. Power poles and electric lines would also be removed.

Following plugging BLM would plan to move the pumpers back into their original positions or nearby and would preserve the historic oil well drilling equipment as is in order to use the location for educational guided tours.

The contractor will identify what areas of the historic landscape should be avoided by plugging equipment and recommend where the workover rig, surface tank, and small pit can be placed with minimal or no impact on the historic wells, equipment, and artifact scatters.

3. General Requirements:

a. The Contractor shall hold or obtain a valid Cultural Resource Use Permit issued by the BLM Wyoming State Office and be in good standing. The Contractor shall comply with all standard stipulations attached to the Cultural Resource Use Permit and Fieldwork Authorization.

b. The Contractor shall obtain a valid Fieldwork Authorization issued by the BLM Newcastle Field Office prior to initiation of the fieldwork.

c. The Contractor shall follow the general requirements of Class III cultural resource inventories outlined in "Archeology and Historic Preservation: Secretary of the Interior's Standards and Guidelines" (Federal Register, September 28, 1983, pp. 44716-44742).

4. Technical Requirements:

a. Class III Inventory. The Contractor shall complete a professional Class III cultural resource inventory that meets the Wyoming State Historic Preservation Office Format, Guidelines, and Standards for Class II and III Reports.

(1). The Contractor shall follow all the general requirements listed above.

(2). The Contractor shall conduct a files search through the Cultural Records Office of the Wyoming State Historic Preservation Office in Laramie, Wyoming, prior to conducting the field inventory.

(3). The Contractor shall record all historic and prehistoric cultural resources over 50 years of age which are visible on the surface or in exposed subsurface profiles, except as indicated in the Wyoming State Protocol between the BLM and the Wyoming State Historical Preservation Office (SHPO).

(4). The Waldo lease historic remains shall be recorded on a Wyoming Cultural Properties Form. Because the wells are linked together with cable equipment run from the same cable drive, the historic remains constitute either a large site or a cultural landscape. If the survey identifies that any related historic features or artifacts extend outside the survey parcel, these should be recorded and included in the site boundary.

(5). The historic remains shall be evaluated regarding eligibility for listing on the National Register of Historic Places. The contractor should assess potential effects of well plugging and indicate on maps areas where surface disturbance should be avoided, as well as recommend where the workover rig, small cement washing pit, and other potential disturbances should be placed.

(7). Because BLM plans to leave the drilling equipment in place, collection of diagnostic artifacts is not required.

(8). All historic equipment shall be well documented in photographs. Because BLM will need to move pumpers away from the well bore, the contractor should photograph them from multiple directions and also photograph details on the equipment which demonstrate changes through time in how equipment was made and which identify manufacturers and dates of manufacture. Contractor should also photograph the settings of pumpers from several directions. Dateable and unusual artifacts should also be photographed.

b. Class III Inventory Report. A professional Class III inventory report shall be prepared. The report format shall generally follow the requirements in the "Archeology and Historic Preservation; Secretary of the Interior's Standards and Guidelines" and shall meet the Wyoming SHPO Standards for Class III Reports. In addition to describing the inventory and evaluating the historic remains, the report should include recommendations on how to avoid or minimize damage to historic remains when plugging the wells.

5. Deliverables:

Two copies of the final report shall be submitted to the BLM-Newcastle Field Office. In addition, the Contractor shall provide to the Newcastle Field Office an electronic copy of the final report and a complete set of all digital photographs along with a photograph catalog.

6. Schedule:

Fieldwork should be scheduled as soon as possible during the 2020 field season. The draft final report shall be due November 15, 2020 and the final report shall be due 20 days after receipt of BLM comments. The contract completion date is December 15, 2020.
