About this file
This is Addendum #1 to Wake Technical Community College's Request for Qualifications (RFQ) for Bid #130-WTCC9226C, modifying the RTP Campus Renovations project solicitation. The addendum revises terminology by changing "MWBE" to "Small Business Enterprise SBE" in Section I, paragraph 1.A, and adds a new evaluation criterion in Section IV (4.g) addressing support for the development of SBE firms. The RFQ seeks qualifications from architectural and engineering design consulting firms licensed in North Carolina for design services encompassing programming, schematic design, design development, construction documents, and construction administration. The project involves renovating two existing buildings on the RTP campus to incorporate a Biotech Capstone program with a real-world aseptic lab, plant sciences lab, wood slat ceiling replacement, student services office rework, science lab upgrades, a new surface parking lot, and greenhouse infrastructure. Statements of qualifications are limited to fifteen pages and must be submitted by August 31, 2026 at 2:00 p.m. in five hard copies and one electronic copy on USB drive. Selected firms will participate in interviews within thirty days of RFQ closing. Detailed site walkthroughs and additional project information will be provided only to shortlisted firms following the qualifications review phase.
Evaluation criteria are weighted as follows: corporate profile (2 percent), proposed prime and sub-consultant team qualifications and capacity (38 percent), experience and past performance record (30 percent), and proposed work methodologies (30 percent). The Standard Form 330 (SF330) is submitted as an optional appendix supplementing the mandatory fifteen-page response and is not subject to page limitations. The project's total construction estimate is $7.9 million, funded through Wake County Bonds, with project delivery through a Construction Manager at Risk (CMR) process. The designer will enter into a fixed-fee contract using Wake Technical Community College's Standard Form of Agreement Between Owner and Designer. The anticipated project schedule includes two months for designer selection, eight to ten months for design, and twelve to fourteen months for construction. Both the RT1 building (LEED certified) and RT2 building (two Green Globes certifications) must maintain their certifications or provide equal or greater credit replacement through renovations. Professional Liability Insurance coverage is required, with limits to be determined prior to contract award. Final selections will be presented to the Board of Trustees for approval.

Wake Tech Community College Bid #130-WTCC9226C Addendum #1
RTP Campus – RTP Campus Renovations Addendum #1
1. Section I: paragraph 1.A revise text “MWBE” to “Small Business Enterprise SBE”.
2. Section IV: Evaluation Criteria add “4.g: Support for the development of SBE firms.”
Questions submitted:
1. The RFQ reads like there's not a pre-proposal meeting of any kind nor a walk-thru of the existing building. Is that correct? We just want to make sure we attend those if they are happening.
· This is for qualifications only. Once we shortlist, a pre-interview walk through and more information will be provided.
2. Is there a marked up plan of spaces/areas that you are looking to renovate?
· This is for qualifications only. Once we shortlist, a pre-interview walk through and more information will be provided.
3. On pg. 7, section C - Do we include resumes in two sections? If so, can you elaborate what the difference should be between the SF330 resume and the resumes included in the page count
· The SF330 is used as an appendix. A brief resume must be provided within the 15 pages allotted.
4. What is the maximum number of projects we can include in the SF330? We typically include 10 in this format response. If it is 10 projects, is 3.A stating that 3-6 projects are us as the prime? Therefore, the remainder we include could be as a consultant?
· The SF330 is used as an appendix. There is no restriction on quantity of projects in the SF330. The number of projects is showcasing your experience with similar project in size and scope as well as how you work together as a team with your consultants. If you choose to use one of the projects to represent your consultant team that is at your discretion.
5. On the RFQ solicitation document on the EVP site, it contains a “selecting criteria”. Does this need to be included with the 15-page response requirements outlined in the RFQ under Section II: Community College Statement of Qualifications, Page 1 Content Requirements? If so, will additional pages be permitted beyond the 15-page limit to accommodate the Selecting Criteria?
· The evaluation criteria, Section IV, is the score card used to evaluate each statement of qualifications. It does not need to be included in the 15 pages. The information should be included in the 15 pages to address these criteria.
6. On the RFQ solicitation document available on the EVP site, the “SUBMITTAL CRITERIA” section states that “Proposing firms must submit five (5) complete hard copies of the Statement of Qualifications along with the Standard Form 330 (SF 330), and one (1) electronic copy on a USB drive.” However, in the attached RFQ, the Sample Evaluation Form section notes that “Firms may optionally provide a Standard Form 330 as an appendix.” Additionally, the RFQ specifies under the STATEMENT OF QUALIFICATIONS (SOQ) FORMATTING REQUIREMENTS, item E, that firms must provide five (5) complete hard copies of the SoQ and one (1) electronic copy on a USB drive, without mentioning the SF 330. Does WTCC require the submission to include SF 330, and if so, will its contents be considered as part of the materials evaluated?
· The 15 pages are mandatory for the evaluation. The SF330 is an appendix with supplemental information to support your 15 pages.
7. I wanted to clarify the submittal requirements. Do we have to respond to the standard requirements (below) or we can just follow the Content Requirements in the Section II? Or we should consider both?
· Specialized or appropriate expertise in the type of project.
· Past performance on similar projects.
· Adequate staff and proposed design or consultant team for the project.
· Current workload and State projects awarded.
· Proposed design approach for the project including design team and consultants.
· Recent experience with project costs and schedules.
· Construction administration capabilities.
· Proximity to and familiarity with the area where the project is located.
· Record of successfully completed projects without major legal or technical problems.
· Other factors which may be appropriate for the project.
· Please follow the statement for qualifications for formatting in section II. It further details the SCO requirements in the advertisement.
8. If we have sub-consultants in the team, should they provide the SF330 form as well?
· We have no preference.
9. The "RFQ Ad" says Statement of Qualifications with SF330 should be included in submission, but the "Evaluation Criteria" provided says SF330 is optional. Can you confirm what format everything needs to be in?
· The 15 pages should cover all the Evaluation Criteria. The SF330 is an appendix with supplemental information to support your 15 pages.
