December 27, 2018: Civil Support Team Training and Evaluation Events- W91ZRUP19-R-0004

Response to Vendor RFI for W91ZRUP-19-R-0004

1. Is this Best Value or LPTA?

Response: Best Value

2. How many casualty role players are needed for the scenario?

Response: 2 role players

3. What is the ratio of port-a-johns to personnel? How many personnel are expected to be on-site?

Response: Given the size of the team (and the fact that are males and females) we'll need a total of two porta johns.

4. Can you clarify the specific dates of the exercises? This question is asked because the PWS states “On average, it is estimated that ten (11) working days will be needed to complete the tasks with seven

(7) days for preparation of suitable chemical, biological, radiological, and explosives labs, two (2) days for execution, and two (2) days for clean-up.”, however the PWS also states "21-25 Jan and 18-22 Feb" which is a 4 day window. Also is the CST looking to reset the scenario on the consecutive days or use a different scenario?

Response: Given what the PWS states, 7 days has been historically how long it will take for the contractor to receive guidance, acquire materials, assemble labs, inspection, and evaluators walk through. The PWS does state a 4 day window of execution; these events can go as long as 24 hours just to cover the over 500 performance measures we have to evaluate. This also allows for any reset of the lane in the event the CST misses a task and we have to do a re-look. There will be two iterations; night and day. Dates indicated on the PWS are accurate for Jan and Feb. Two different scenarios will be created; one for Jan and one for Feb.

5. Can you clarify the building requirements? Specific dates for usage are needed and a better understanding of type of building.

Response: Building requirements are outlined in the PWS 3.2

6. Can you clarify what the contractor responsibility is for scenario development? Contract is responsible to set up the sites, and MSEL based on the PWS. Who is responsible for the Warm Start, Operational Objectives, Incident Action Plan and the other documentation to support the movement and operational of CST?

Response: Contractor will be responsible for the development of all scenarios and MSELs. The Government will be responsible for all other documentation for warm starts, objectives, and team movements.

Additional Question:

1. Are the EMTs supposed to be part of the contractor set up and execution staff? Or are they separate "real world" medical response personnel? If the latter, is a BLS or ALS ambulance required as well?

Response: EMTs will be part of the setup when discussing symptomology for the exposure, acting as a controller during the event, and the team has an MRV for any real world transport on site.

2. After speaking to several Alaska agencies on the radiation source, it seemed that the Federal agencies in Alaska that can provide radiation source stronger than a button source already have a partnership with the CST. Can you confirm if the CST is looking for a small companies to be licensed or if they want the contractor to coordinate with the federal agencies that they already have a partnership with in regards to stronger radiation sources?

Response: CST does have a relationship with the City Fire Department for low level sources. A person licensed with the Nuclear Regulatory Commission would be optimum to allow them to sign for higher level sources with other Federal agencies within the City of Anchorage. It is the intent for the contractor to coordinate and acquire higher level sources to challenge the CST.
