Request for Information (RFI) for:

AASF Fire Suppression Building, W91ZRS-21-B-0001

Q1. Please advise if an extension of bid date may be granted for this RFP.

A1. Yes, the due date for this bid has been extended to 11 June 2021.

Q2. Regarding the bid bond for the subject project; since we are emailing our proposal, are we to mail the original bid bond?

A2. Bid bonds can be sent electronically, please refer to page 9, para 5.4 of the solicitation.

Q3. Is there a provision in the Solicitation/Contract (FAR clauses, etc.) for the Contract to be modified if the successful offeror experiences unexpected and unreasonable cost escalation during performance, as in being on many current contracts? We do not find any included in the Solicitation that are an exact fit for this (including FAR 52.243-4 “Changes” or DFARS 252.243-7002 “Request for Equitable Adjustment” as examples, are not completely applicable for occurrences of this type).

A3. The solicitation contains clause 52.243-4, which allows a contractor to submit a Request for Equitable Adjustment. Contractors are encouraged to utilize current information regarding market conditions and escalation and adjust proposal prices accordingly.

Q4. Would the Government consider changing the type of contract from a Firm-Fix-Price (as per FAR 52.216-1 “Type of Contract”, page 10 of 77 of the Solicitation) to a “Fixed-Price Contract with economic price adjustment” (as per 48 CFR Subpart 16.203) and/or include FAR 52.216-4 “Economic Price Adjustment-Labor and Material” or similar clause?

A4. It is in the best interest of the Government for the contract type to remain Firm Fix Price. There will not be any other clauses added to the solicitation.

Q5. Is the project exempt from sales/use tax? If so, will the Government provide documentation to the successful offeror to share in the exemption as stated in FAR 52.229-3 “Federal, State, and Local Taxes,” which is included in the Solicitation.

A5. Yes, the project is exempt from sales tax and a tax-exempt certificate will be provided to the awardee.
