J&A Control Number: 15-210 Bridge Number – 15-006
For Official Use Only (See FAR 2.101 and 3.104-4)
(April 2015 Version)
Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: Western Regional Contracting Office (WRCO), U. S. Army Medical Command, Joint Base Lewis McChord (JBLM), Washington.
2. Description of Action: A Justification and Approval is being sought to award a bridge purchase order for the remaining open task order that was issued against an Army Direct Contract Medical Services, Generation 1 (ADCMS Gen1) contract using Defense Health Program, Operations and Maintenance – Army funds. Bridging ADCMS W81K04-09-D-0069-0W04 follow-on contract W91YU0-14-P-0503, POP 1 OCT 14 – 31 MAR 15, for $195,595; with FAR clause 52.217-8 Option to Extend Service used under MOD P00002, and extended the POP to 30 SEP 15, with a total contract price of $391,190.00.
This bridge contract will have no increase in scope except for changes in statues or regulations that must be implemented immediately.
3. Description of Supplies/Services: The Contractor shall provide the personal professional services of one general surgeon in the Division of Surgery, operating room, emergency room or elsewhere as needed at General Leonard Wood Army Community Hospital (GLWACH), Ft. Leonard Wood, Missouri.
PoP Price Base: 1 Oct 15 – 31 Mar 16 $195,595.00 52.217-8 Extension: 1 Apr – 30 Sep 16 $195,595.00 Total $391,190.00
4. Authority Cited: 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the test program for certain commercial items.
5. Reason for Authority Cited: FAR 13.501(a)(1)(ii) is cited because the estimated value of the purchase order does not exceed the threshold in FAR 13.500. The use of FAR 13.501 authority and procedures in this J&A is not intended to, and does not, subvert 10 USC 2304(c)(1) as implemented by FAR 6.302-1. Awarding this purchase order on a sole source basis to the current contractor is in the Government’s best interest. The current contractor already has the required personnel available on site and has already been credentialed thus ensuring the continuity of critical services. The MTF was contacted and affirmed the services listed herein are still required. Also, the contractor affirmed that they are willing and able to continue to provide services under a new bridge contract, for the same prices that were awarded for the current bridge.
The current bridge contract has to be bridged because the ADCMS Gen2 procurements are not yet awarded. The contracting activity is still a few months off from award, and the general surgeon services for Ft Leonard Wood is reserved for award against one of the new ADCMS Gen2 contracts.
6. Efforts to Obtain Competition: The original ADCMS Gen1 contract was awarded on a competitive basis, and the task order was competed amongst the ADCMS Gen1 contractors.
a. Effective competition. There is no possibility of competition at this time. However the ADCMS Gen2 contracts will be awarded based on competition, and once again, task orders placed against them will be competed in accordance with the ADCMS Gen2 terms and conditions. CHCC is anticipating awarding

(See FAR 2.101 and 3.104-4)
(March 2015 Version) the ADCMS Gen2 ID/IQ contracts to up to seven small business companies per specialty, which will result in 21possible ID/IQ contracts.
b. Subcontracting competition. There is no possibility of subcontracting.
7. Actions to Increase Competition: There is no possibility of competition at this time. However, CHCC has closed for offers on three solicitations for Physician, Nursing and Ancillary HCP services and plans on awarding a minimum of five ID/IQ contracts in each of the three specialty categories. After award, task orders will be competed amongst the ADCMS Gen2 contractors in accordance with the contract terms and conditions.
8. Market Research: A detailed Market Research analysis was conducted for the follow-on ADCMS Gen2 procurements, and based on that analysis, CHCC is confident that the follow-on contracts’ prices will be fair and reasonable based on fair market pricing. For the bridged ADCMS Gen1 task order, the prices remain the same as originally awarded during the base period FY09. Since the time of award the price for general surgeon services has increased due to increased demand and HCP shortages. Upon exercising the options the prices were determined fair and reasonable based on market research. The prices for this bridge purchase orders will be the same as those under the last option year of the task order which were determined fair and reasonable at the time they were exercised. And as awarded under the last bridge.
9. Interested Sources: To date, no other sources have written to express an interest. Any notices required by FAR 5.201 shall be published, and any bids or proposals received shall be considered.
