QUESTIONS AND ANSWERS
W91YTZ21Q0165
Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement
The same services were provided in 2020
If this is a follow-on requirement, could you please provide the previous contract or task order number?
Please request a FOIA.
The first paragraph of the Combined Synopsis Solicitation document states that "Questions concerning this acquisition may be addressed to rebecca-lynn.m.ruff.civ@mail.mil no later than 25 June 2021, 4:00 PM Eastern Time. " However, Addendum 52.212-1 (3) on page 52 states, "Any questions with respect to the solicitation shall be submitted via email to rebecca-lynn.m.ruff.civ@mail.mil not later than 23 June 2021 12:00 PM Eastern." Which date and time are the correct deadline for questions?
An amendment will be posted to correct the dates.
Are Vendors required to include a completed copy of FAR provision 52.212-3 Alt 1, Offeror Representations and Certifications, if Vendor is currently registered in SAM?
Yes.
This section states that "The proposal shall be completed, signed and submitted to rebecca-lynn.m.ruff.civ@mail.mil not later than 25 June 2021 4:00PM Eastern." Because this deadline is either identical to the questions deadline (see question 1) or only 2 days after the question deadline referenced in question 2, interested vendors will not have time to incorporate what they learn from answers to their questions into their proposals. In order for the government to answer all questions, and allow vendors to create the best proposals incorporating any answers, will the government consider moving the deadline for completed proposals to 29 June 2021 4:00PM Eastern?
The closing date was extended to 1 July 2021.
Does the estimated 10,800 hours include the hours for the CAP Assessments Coordinator? If not, where should these hours and their cost be included in the proposal?
Yes
Is the government assuming that all contractor-provided personnel will be billed at the same rate?
This section states that the "CAP Assessments Coordinator analyzes results of peer/ subordinate feedback coupled with psychologist evaluations to inform the CAP Director on final Army Comprehensive Talent Interview schedules." This language also occurs in section 1.3 on page 36. To be qualified to analyze results and feedback, and also meet confidentiality concerns, this person should meet the Special Qualifications of contractor personnel in section 1.6.8 on page 33. Is it the government's intention to have someone with these high levels of education and experience in the CAP Assessments Coordinator role?
The CAP assessments coordinator needs to have knowledge of the CAP program.
Part 1(1), General, 1.3.1 to 1.3.5 - Do the requirements in these sections apply specifically and only to the CAP Assessments Coordinator role?
1.3.5. - This section states that the CAP Assessments Coordinator "Must be willing to travel to CAP for the Rehearsal of Concept (ROC) drill 18-27 AUG 21 and execution phase 29 SEP to 19 NOV 21." Please confirm that the CAP Assessments Coordinator is the only contractor-provided personnel required for the ROC. Also, is the 29 SEP date in this section correct? All other references to this execution phase start with 20 SEP.
Yes the ROC drill is only for the Assessments Coordinator. 20 SEP is the correct day and an amendment will be posted.
Please confirm that the Government will administer, score, and provide the results of the testing to the contractor personnel.
Much of the language on pages 43-45 under Part 5, Assessment Tasks - Assessment Team is identical or very similar to language on pages 45-46, Part 5, Specific Tasks - Coordinator. Please clarify which tasks apply to the Assessment Team and which apply to the Coordinator.
Assessments coordinator must have an in depth knowledge of Command Assessment Program design, scored assessments, sequence and timing of events and how integrated in the overall program.
Can the Government please provide guidance to bidders who previously submitted proposals prior to the updated posting / proposal extension?
All proposals received before the closing date of 1 July will be evaluated.
Does the Government plan to post an Amendment and/or additional questions and answers?
Will previously submitted proposals need to be revised to acknowledge the Amendment and resubmitted?
Revised proposals do not need to be submitted.
Will the Government please confirm previously submitted proposals will not be evaluated further and will be deleted / destroyed without further review?
All proposals received before the closing date of 1 July will be evaluated.
Part III: Price of the solicitation referenced above says that, "Offeror shall provide a completed SF 1449 and continuation sheets". However, there is no page 1 of an SF1449 in the solicitation, and the page 2 that is in the solicitation is to be completed by the government.
Does providing the pricing on the continuation sheets, along with a signed authorization letter, meet the Price requirement above?
The Assessment Coordinator has 58 working days (p. 45), 10 hours/day (p. 52). 58x10 = 580 hours. Adding these hours to the 11,106 hours above, we get a total of 11,596 hours. Can you help us understand the difference between this number and the 10,800 hours in the solicitation?
The number of hours will remain at 10,800 as listed in the Solicitation.
