About this file
This amendment modifies a solicitation for psychology assessment services. The contract supports the Army's Command Assessment Program and requires contractors to provide 10 psychologists to conduct assessments for 31 twelve-hour workdays, plus 20 additional hours for a feedback report. Per diem rates were revised to $96 for lodging, $55 for meals, and $50 per day for rental cars. The not-to-exceed amount for travel under CLIN 0002 was increased from $54,120 to $61,560. The amendment also provides responses to industry questions, clarifying details such as the training being conducted on-site, rotation of personnel being acceptable, and confirming the revised proposal due date of June 17, 2020.

RESPONSES TO QUESTIONS
1. The Solicitation states that the work will be for a total of 28 days, with work from 0800 until 2200. It states that the dates of work are 8-21 SEP and 28 OCT 21 NOV, or 39 days. The Solicitation also states that there will be a one time training of two days prior to the Assessment. I am unclear as to the actual number of days or hours of work. We ordinarily charge by the day or half day, with a day being work up to 12 hours. If the work will be a total of 28 days during the time periods listed, then I want to verify that there will be days off during the time periods listed. And if the work hours are from 0800 until 2200, but with time off so that there is rarely work that exceeds 12 hours per day per person, I understand that, also, and will bid accordingly . But I need to verify with you exactly how many work days, and the length of work on each day. Since we have psychologists who supported the two pilots and the first full iteration, I think I understand, but I need to verify that with you. I would like to verify that you would be comfortable with a daily cost rate, again with a maximum of 12 hours per person per day.
In summary, how many actual work days are required, and is any individual psychologist expected to work longer than 12 hours in a day?
W91YTZ20Q0187
Also is the 3,740 hours listed in Item No 0001 simply a NTE number, then?
Response: The hours requested are based on 31 workdays for 12 hours per day for 10 psychologists. In addition, 20 hours are included for the task of writing and providing a contractor feedback report discussed in paragraph 5.9 of the Performance Work Statement. Any unused hours/funds will be deobligated via a modification after the period of performance is completed. There is a one day break during Colonel Command Assessment Program and a two day break during Battalion Commander Assessment Program. The solicitation requires a unit price per hour which is the unit of issue for CLIN 0001.
2. I am unclear as to the Item No 0002, as a FFP for Travel and Per Diem. It appears that we will need to have contractors on site for either 39, 41, or 43 days (if required for two days of training prior to both Colonel Command Assessment Program (CCAP & Battalion Command Assessment Program(BCAP), and just the Per Diem rates for Elizabethtown/Ft. Knox are $151 per day (or $146 per day without Incidentals). With a requirement of 10 psychologists on site, that works out to between $56,940 and $64,930. That is already over the FFP cap in Item No 0002 of $54,120, leaving out travel to Ft. Knox.. I may be misreading the line item, and if so, please clarify for
me. We will do our absolute best to have as many psychologists stay for the entire two or three weeks, but I expect the need to rotate at least some of them, especially We ordinarily charge only exact JTR rates, and lower if we can negotiate it, but this appears to be well below the JTR.
Related to keeping those costs down, is it possible for the government to provide government vehicles and/or lodging?
Response: The per diem costs are based on $96 for lodging, $55 for meals and rental cars $50/day. The travel CLIN NTE amount is revised on the solicitation based on these per diem rates for a total of $61,560.00
3. Provide a copy of the standardized train-up for the psychologists for us to use as we rotate people in and out.
Response: The training is specific to the Command Assessment Program (CAP) and will be conducted on-site by Operational Psychology leadership. Pre-course Operational Psychology training is required for contractors and is not available for a vendor to use outside the Army Talent Management Task Force (ATMTF). The training is offered one time only.
4. As contained in the Amendment, I just want to verify that the Submission date is NLT 17 JUN as the due date.
Response: Yes, the due date for proposals is 17 June 2020 by 4:00 pm eastern time.
