(c) FAR 8.405-6(a) (1) (i) (A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a) (1) (i) (B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(c): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: ESO Solutions Inc. is the only company that can provide the proprietary ESO software required by Fort Bragg Emergency Medical Services (EMS). Fort Bragg EMS is an indispensable pre-hospital service that is in continuous operation. Fort Bragg EMS provides services for a population of approximately 250,000 beneficiaries throughout Fort Bragg.

Each year the Fort Bragg EMS responds to over 7,000 missions, treats and transports over 3,500 patients, transfers over 1,500 patients and provides Air-Evacuation for around 100 patients. Fort Bragg EMS provides Advanced Life Support for the housing areas on Fort Bragg, Simmons AAF and Pope AAF with an average of 500 missions a month. Additionally EMS also provides mutual aid services for six surrounding counties as well as to Camp McKall training area when necessary. ESO software allows automated scheduling of employees and vehicles, ensuring that mission readiness and staffing procedures are implemented. ESO software streamlines scheduling requests and training requirements which allows consolidation of information. The software guarantees personnel management, improved communication between management and employees and mass notification capabilities when necessary. In an effort to improve and maintain current practices Fort Bragg EMS requests retention of ESO (formerly known as ePro) Scheduling software. Without this system EMS workflow will be negatively impacted which will have serious consequences to the level of patient care provided.

6. Actions to Increase Competition: A solicitation will be posted on Beta-Sam for increased competition.

7. Market Survey: Market Research was conducted in accordance with FAR Part 10. On 30 June 2020 an on-line search of the SBA Quick Market Research was done. The General NAICS code 511210 search revealed small business contractors having the capability to provide the parts, but the specific word searches conducted on the Small Business Administration (SBA) Quick Market Research revealed zero small business having the capability to provide these products. See below charts for specifics. Market research using GSA advantage and Google search showed Aladtec, ESO Solutions INC. and ePro as 3 companies with the potential to provide this service. Market research showed that there would be a large increase in cost to go with a comparable vendor with less capabilities and ESO is the only company that provides all services that are required by the Emergency Department. An email quote was provided by ESO contractor. Additionally this software is already approved by IMD and won’t require additional approval and revision.
