4. Authority Cited:

(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

Control Number: 18-RHCO-A-208 RFQ Number: W91YTZ-18-T-0145

(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole- source or limited-sources procedures.

5. Reason for Authority Cited: The Army Hearing Program requires the purchase of the sound booth and related services described in Para. 3 to perform an immediate mission and ensure readiness and deployability at Camp Atterbury, IN. Gordon & Stowe Inc. is uniquely qualified to perform as they can supply the new sound booth and provide the installation to meet Army standards and meet the mission operational deadline of 28 February 2018. If this requirement were competed, there would not be enough time to have the sound booths in place and installed by the required date to meet the Mobilization Force Generation Installation (MFGI) mission.

6. Actions to Increase Competition: Searches were completed to determine if there are comparable vendors who can provide equipment and perform services in the state of uptime required by the facility and OEM standards. None exist at this time. Specifically, the websites of various companies were reviewed to ascertain if they can provide a total package that will meet mission requirements. None were found. The specific companies reviewed were:

Eckel Industries, Inc., Cambridge MA, http://www.eckelusa.com/company.html. Eckel Industries is a manufacturer of hearing booths. A review of their website reveals no indication that they sell directly to consumers.

IAC Acoustics Inc., North Aurora, IL, http://www.iacacoustics.com/index.html. IAC Acoustics is a manufacturer of hearing booths. A review of their website reveals that they do sell directly to consumers, but no indication was found that they provide installation.

This action will be posted on the Federal Business Opportunities portal (https://fbo.gov).

7. Market Survey: Market Research was conducted in accordance with FAR Part 10. A Dynamic Small Business search was conducted with no results. See paragraph 6 above for searches completed. The mission requires a full package consisting of the sound booth and installation. As demonstrated in paragraph 6 above, only one company has been found who can provide this full package, and meet the operational mission deadline of 28 February 2018.

8. Procurement History:
