testing certification procedures. All opaque (steel or other bullet resistant material) and transparent (bullet resistant glass) armor shall completely protect vehicle’s interior passenger compartment area (100%) including roof and floor areas. Seems, joints, gaps, or holes occurring at door openings, with armor panels, between opaque and transparent armor boundaries, shall be constructed such that a projectile following a linear or angled path shall not enter the vehicle’s interior without contacting the armor material. Construction shall also minimize a projectile entering the interior due to a ricochet from the armor. Specific areas of the engine compartment (i.e. firewall-dashboard area), hood, and wheel wells must be ‘covered’ to ensure no penetration of the passenger compartment. Both HAVs shall be fully compliant with European Center for Standardization (CEN) VR standards. The vehicles shall have minimum 12.5mm and maximum 14.5 mm steel ballistic armor in accordance with VPAM classifications; a complete armored vehicle of the same model and type as offered by competitors must undergo thorough destructive testing process from a recognized government agency and shall have demonstrated the ability, with certification as proof, to successfully defeat all threats according to VPAM 2009 testing guidelines. The HAVs shall be fully compliant with VPAM ERV 2010 blast resistance standards; a complete armored vehicle of the same model and type as offered by competitors must undergo thorough destructive testing process from a recognized government agency and shall have demonstrated the ability, with certification as proof, to successfully defeat explosive threats as defined and in accordance with VPAM ERV testing guidelines.
5.2.1.9 Floor Armor: Minimum blast protection level acceptable to withstand blasts underneath the vehicle (hard or soft surface) from two (2) Deutches Model (DM) 51 German ordnance grenades and/or similar, wired together and simultaneously exploded. Armoring of entire floor area of the passenger compartment is required. If aramid fiber (e.g. Kevlar) is used it must be formed with a minimum of eight (8) layers, 120 grams per layer, per square meter. Installation must ensure against gaps and sufficient overlapping with other opaque areas within passenger compartment. Flexible/matted installation is permissible however; exposed/fraying edges will not be accepted.
5.2.1.10 Opaque Armor: Vehicle shall afford ballistic protection for the protection level specified. All opaque armor materials shall be given a protective coating to ensure a smooth surface and allow for effective inspection of armor materials for cracks; and protection from moisture and/or excessive heat. For opaque protective materials such as Spectra or equivalent, ample care and attention shall be given to attachment method(s) to ensure against fraying and/or peeling of edges during multi-hit attack. In addition to conventional methods of securing this type of material it is required that consideration be given to installing a ‘lip’, size and dimension to be determined, where overlap material (steel) and Spectra come together. This ‘lip’ will serve a dual purpose – eliminate spall from entering the passenger cocoon and diminishing risk of peel back.
5.2.1.11 Transparent Armor: Transparent armor shall be of one-piece construction with anti-spall inner layer.
Transparent armor shall be glass-plastic (polycarbonate), laminated construction and shall have a material alone capability of meeting or exceeding the ballistic protection specified. Exposed polycarbonate surface shall be treated with an abrasion-resistant coating. Manufacturer’s markings shall be concealed within the border/trim area.
5.2.1.12 Armor Materials: Welding, bolting, or bonding may be used to secure the armoring materials.
