RFQ W91WFU19Q0015-0001 Q&A #1
1. It is not stated in the PWS if brand-new or used vehicles are requested. Which vehicles will be preferred? Do they have to be brand new from the latest production line with zero kilometers or are HAV’s acceptable with an age and kilometer limit defined by your customer?
ANSWER: Please see revised PWS 5.2.10.1. The Government does not have a preference on new or used vehicles. However, the maximum acceptable kilometers on each HAV is 1,000 kilometers. The vehicle model must also not be older than 2018.
2. With more than 50 years of experience in the car rental business we take the liberty to inform you that for HAV’s with the requested high class comfort there is no insurance company which offers a full insurance coverage without deductibles. This may not be feasible, a deductible of 20,000 EUR per damage should be taken into consideration.
ANSWER: PWS 5.2.11 has been updated. However, the Government still requires a lease without deductible. This is supported by procurement history, which shows that the previous lease contract also included insurance without deductible.
3. Kindly inform us about the requested bullet resistance classes for both chassis and glass (ranging between VR4 and VR10).
ANSWER: The Government specified ballistic classification at PWS 5.2.1 and 5.2.1.8. The Government reads the steel thickness to refer to the following minimum requirements. Both of these options are acceptable and the minimum standard for the vehicles.
12.5mm = VPAM8 / B6 and B7 14.5mm = VPAM9 / B7
4. Section 5.2 specifies thickness of steel and the ammunition. (12.5mm and not greater than
14.5 mm steel ballistic armor shall provide against 7.62 East Block ammunition (7.62 x 39, M1943, SC) fired from a rifle). At the same time it mentions fully compliant with European Center for Standardization (CEN) VR standards. We would like to note that thickness of steel is not a reference. A thinner thickness of steel, meaning high end steel, will make the car lighter in weight and at the same time meets the VR standard requirements. We want to know what VR standard you are looking for: VR7, VR8, VR9… this is the way to speak with suppliers based on CEN VR standards since when specifying the steel thickness is irrelevant; as said: thinner steel might have higher level of protection depending on the steel.
ANSWER: The Government reads the steel thickness to refer to the following minimum requirements. Both of these options are acceptable and the minimum standard for the vehicles.

5. Providing a Vollkasko ohne Selbstbeteiligung depends on:
-how much the car will be driven -where it will be driven. Only Germany or Europe?
-Who will be driving it? His age, his car accident history…?

ANSWER: The Government has provided further clarification at PWS 5.2.11. However, the Government cannot provide age of driver or accident history. The driver is subject to change throughout this contract.
6. New cars means brand new cars or new looking cars? Example below:
-a 1,000Km 2019 car is considered new?
-a 10,000Km 2019 car is considered new?
ANSWER: Please see revised PWS. The Government does not have a preference on new or used vehicles. However, the maximum acceptable kilometers on each HAV is 1,000 kilometers.
The vehicle model must also not be older than 2018.
7. In case of breakdown of a vehicle, we should provide “the same or higher specifications” as mentioned in 5.2.8 and 5.2.9. Will an SUV work as replacement? Does it need to be brand new?
Does a landcruiser with VR9 specifications meet the requirement? Or we should look at all specification including seats, leather…?
ANSWER: Please see revised PWS 5.2.8. The replacement vehicle must be of the same or higher ballistic specifications. For example, if broken down vehicle is VPAM8 / B6 and B7, then the replacement vehicle must be VPAM8 / B6 and B7 or VPAM9 / B7. The replacement vehicle must also meet passenger capabilities. The Contractor will be responsible for providing the original vehicle being serviced as soon as possible but not later than two (2) weeks. If the Contractor experiences issues meeting this timeline, the Contractor can work with the Contracting Officer (KO) to come to a resolution.
8. Delivery date is mentioned as 01-NOV-2019. With the specifications presented in the scope might require us to manufacture factory new cars “0” Km. this requires at least 3 to 4 months after award to make sure we get the car with the armoring needed. If the project will be awarded by end of September, then one month is too short for manufacturing. Please consider 90 days period for delivery.
ANSWER: The solicitation has been updated to reflect 60 days since the PWS was updated to reflect that cars may have no more than 1,000 kilometers. Please clarify if 90 days is still needed.
9. We would like to know if you could help us to specify the exact type/Brand and model of the heavy armored vehicles (HAVs) that you require as we are confused about the nomenclature which is auto sedan mentioned in the specification of solicitation, we would highly appreciate if you could send us your current HAVs pictures so we can easily understand and to bid accordingly, Thank you!
ANSWER: The Government has not specified a preferred brand name or model.
