RFQ W91WFU19Q0013-0002 Q&A #1
1. Can the government please provide additional information regarding this connection, including bandwidth requirements, the number of strands being provided, and expected latency? (Ref. PWS 5.4.3.1 - "The Contractor shall utilize Government-provided fiber optic connection to connect Kelley Barracks Milestone server to Panzer Kaserne Milestone server.”)
ANSWER: The Government expects a 10GB connection with two strands of single mode fiber for CCTV between the two server locations. This is an action being requested by US Army Garrison – Stuttgart to the 52nd Signal Brigade.
2. Please confirm that the government be providing two strands of single mode fiber from the server room in the basement of Bldg. 3309 to the server room (Rm 008) in Building 2914? (Ref.
PWS 5.4.3.1)
ANSWER: Confirmed. The Government expects a 10GB connection with two strands of single mode fiber for CCTV between the two server locations. This is an action being requested by US Army Garrison – Stuttgart to the 52nd Signal Brigade.
3. Can the government confirm if the SFPs for the connection between Kelley Barracks and Patch Barracks need to be extended range? (Ref. PWS 5.4.3.1)
ANSWER: Confirmed that SFPs for the Kelley Barracks and Patch Barracks connections need to be extended range.
4. Is the contractor required to provide two (2) new 10 Gigabit CCTV Network switches at both Kelley Barracks and Panzer Kaserne that are on the DISA UC APL? (Ref. PWS 5.4.3.1)
ANSWER: The Contractor is required to provide one (1) new 10 Gigabit CCTV Network switch at Kelley Barracks on the DISA UC APL but not at Panzer Kaserne as this device is planned to be procured on a separate contract.
5. Please confirm the 10 Gibabit Network switch will terminate the 10 Gigabit WAN link between
Kelley Barracks and Panzer Kaserne and support FIPS 140-2 encryption.
ANSWER: Confirmed the 10 Gigabit Network switch, procured under this effort for Kelley Barracks, will terminate the 10 Gigabit WAN link between Kelley Barracks and Panzer Kaserne with FIPS 140-2 encryption supported.
6. Can the government please confirm that there is sufficient power, cooling, and floor space available in the specified server room? (Ref. PWS 5.4.3.1)
ANSWER: Offerors should assume there is sufficient power, cooling, and floor space available in the specified server room and confirm such on site survey post-award.
7. Can the government confirm the video recording retention time (e.g., 30 days, 60 days, etc.)
for stored video, recording Compression Type (e.g., H.264), recording resolution, recording frame-rate (e.g., up to 25/30fps), as well as any other salient characteristics required for video recording? (Ref. PWS 5.4.3.1)
ANSWER: The Government requires 30-day backup, 1080p resolution, and at least 25fps performance.
8. Will the use of internal quartz-based time servers be authorized (as opposed to GPS-based time servers with antennas)? (Ref. PWS 5.4.3.1)
ANSWER: Confirmed that internal quartz-based time server is authorized for this effort.
9. If the contractor believes that the equipment listed in section 5.4.3.1 is either over-sufficient or under-sufficient, can the contractor bid the appropriate sized same manufacturer, form, fit, and function material? (Ref. PWS 5.4.3.1)
ANSWER: The Government expects offerors to utilize their subject matter expertise to propose appropriately sized form, fit, and function material if they deem the Government’s requirement over or under sufficient. Per RFQ Addendum FAR 52.212-1 Instructions to Offeror, “Offerors are required to meet all contract RFQ requirements, including terms and conditions, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the contract RFQ terms and conditions and provide complete accompanying rationale.” For this particular exception to the PWS requirements, the Government would accept an accompanying rationale that includes a brief (bulleted) narrative for substitutions in the offer. The Government will perform a technical review and ask questions if there are concerns with substitutions. Please note that the server hardware in some cases was intentionally oversized to provide expansion capability for full Kelley Barracks transition on future project.
10. Please confirm that the procurement of Lenel licensing for this workstation is not required, and that Milestone (or equivalent) licensing is. (Ref. PWS 5.4.3.2 – "The Contractor shall procure and install one (1) new Milestone workstation including Windows 10 and Lenel licenses (Dell Precision 3620).")
ANSWER: This is an oversight that will be corrected in PWS. Milestone licensing is required, Lenel licensing is not.
11. How does the government intend for network connectivity to reach this pole? Will trenching/excavation be required by the contractor under this contract? If so, is an Unexploded Ordnance Survey (UXO) required? (Ref. PWS 5.4.3.2 - "The Contractor shall procure and install one (1) 10-foot aluminum round camera pole including sufficient foundation to secure pole.")
ANSWER: Trenching/excavation will be required by the Contractor including conducting a UXO if necessary. Network connectivity should be routed through the nearest existing camera pole’s pathway to existing CCTV server location (collocated with proposed CCTV server location).
12. Can the government confirm that power (230VAC) and comm (fiber) can be run in the same trench provided both are run in separate conduits separated by a minimum of 24" vertical separation? (Ref. PWS 5.4.3.2)
ANSWER: Confirmed that power and fiber can run in same trench provided they are in separate conduits with at least 24” of separation (vertical or horizontal).
13. Does the government want the existing monitors located in the Main ACP guard house changes out with two larger monitors in order to view the existing and new cameras at that location? (Ref. PWS 5.4.3.2)
ANSWER: Confirmed that the two (2) existing monitors in the Main Kelley Barracks ACP guard house should be changed out with larger monitors to view new and existing cameras in that location.
