PERFORMANCE WORK STATEMENT (PWS)

FOR

Operational Stress Management Resiliency and

Self-Care Training for First Responders

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Services, as defined in this PWS.

1.1.1 Objectives:

1.1.1.1 Develop personal and professional toolkits, focused on self-care tools to aid in professional development and management.

1.1.1.2. Provide National Guardsmen with tools to leverage and empower their team’s coping mechanisms. Build resiliency of the courses’ participants, enabling them to become ambassadors for self-care and crisis management within their teams.

1.1.1.3. Scaling the knowledge in the agency to empower successful and healthy work environments to be able to transition from routine crisis and vice versa to include transition from civilian to military duty.

1.2 Background: During the past year of unprecedented National Guard support to domestic responses, the need for operational resiliency became clear. During ever changing conditions, National Guardsmen performed their mission while demonstrating strength and upholding professional standards. These situations brought high levels of stress and combined with exposure to personal stress can result in compassion fatigue and secondary traumatization.

1.3 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and two option years.

1.4 General Information: Hybrid-Operational Stress Management Program for First Responders

1.4.1 Place and Performance of Services: The contractor shall provide on-site services between the hours of 0900-UTC, with a 1.5-hour lunch break each day of training during

Week 1 which may consist of 4 or 5 days, on Monday thru Friday, as a determined by length of course requirements during Week 1. Training days for Week 1 are flexible, except on recognized U.S. holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance during Week 1 (on-site) shall be at the Illinois Military Academy, classroom is TBD. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized during Week 1 (on-site) due to a hands-on participation and an in-person group interaction requirement.

1.4.1.1 Place and Performance of Services: The contractor shall provide remote services for no less than 3 hours each day on Monday thru Friday during Week 2, except on recognized US holidays. Performance during Week 2 (remote) shall be conducted via a platform that meets government computer accessibility requirements (e.g., ZOOM, Google Classroom, MS Teams, etc.). The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

1.4.1.1 Telework: The Government will permit the contractor to telework during Week 2 (remote Train-the-Trainer sessions) in support of this requirement. In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure that the Government's mission-critical operations stay operational during times of national emergency or incidents of national significance. Telework shall be at no additional cost to the Government.

1.4.1.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

1.4.1.3 The contractor’s employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety, and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

The contractor shall not perform services on these days:

1.4.2.1 New Year’s Day: January 1st

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation found to be technically acceptable and can be determined to be fair and reasonable. The award will be made based on the following four (2) evaluation factors:

(i) Technical Approach

(ii) Cost/Price

The Technical Approach factor is considered more important than the Management Approach factor. The Management Approach Factor is considered more important than Past Performance factor. Technical, management, and past performance, when combined, are equal to price.

Factor 1- Technical Performance (Volume I):

(a) The contractor shall be responsible for ensuring their RFP fully outlines the capability to adhere to the specifications listed in the Performance Work Statement (PWS). The contractor shall discuss their proposed process and procedures to plan and perform the work required to achieve all of the tasks specified in the PWS. In doing so, the contractor shall describe their understanding of the scope of services required in the contract PWS to include; tasks/functions to be performed, labor categories needed, experience and knowledge that personnel should have to perform the tasks/functions, and supplies/equipment required. Provide a discussion on industry standards and best practices that will be used in the performance of the PWS. Also include how you will meet the requirements in a timely manner with a high level of confidence for successfully completing tasks/functions.

Factor 2 - Pricing (VolumeII ):

(a) In terms of “price reasonableness”, the Government will focus on whether the price is too high or too low to be considered fair and reasonable. In terms of “completeness”, the Government will focus on whether the price appears to cover all of the work identified in the PWS. In terms of “balance”, the Government will focus on whether pricing is consistent with historical contract information and market research.
