About this file

This document contains questions and responses regarding Solicitation Number W91RUS20R0006 issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground for a Large Multi-Axle Chassis Hydraulic Dynamometer. The questions seek clarification on requirements for the dynamometer controls and instrumentation, performance tolerances, loading profiles, automation levels, synchronization of dynamometer rolls, operator station distance, control room specifications, and whether a control room will be provided. The responses indicate the dynamometer manufacturer will need to provide controls that can be installed in the Army's mobile control trailer located 25 to 30 meters from the dynamometer, and will build the system based on the requirements received without any existing processes, since details will vary depending on the tactical platform tested.

Text version

I have several items that I would like clarified regarding the US Army Solicitation B08 W91RUS20R0006 Issued on 12 DEC 2019.

1. On page 6 “Computer controlled operation and monitoring”

a. Provide additional detail explaining “Pattern builder”. I understand that it is a test profile editor but need specifics as to if there are specific requirements regarding format. For example does it need to be graphical, programmatic, spreadsheet based,…… jed: Since we have no established process we will build off what we get. We work extensively with Excel spreadsheets and spreadsheet would go well with the rest of our processes.

b. Clarification – Please describe the desired theory regarding auto-correction software with respect to roll slip. This is located under the heading of “Auto-correction software for fuel temp, barometric pressure, humidity, and roll slip”.

jed: Since we have no established process we will build off what we get.

c. Clarification – “ECM interface”, will this be used strictly for data collection or does it require the ability to command the engine? If engine commands are required please provide additional detail regarding the engine manufacturer and number of items to be recorded and commanded.

jed: Since we have no established process we will build off what we get. Data collection. Can’t give you the engine manufacturer since that will vary with the tactical platform we are testing.

d. Clarification – please describe the desired approach for the line item called: “Auto-compensation, roll slip compensation” and an explanation of how this differs from item 1b.

jed: Since we have no established process we will build off what we get.

e. Clarification – please provide additional detail regarding line item called “Temperature sensor module, expandable”. Describe the type of sensors, quantity, and anticipated expansion required for future use.

jed: Since we have no established process we will build off what we get.

f. Please describe line item “Photograph inclusion in test pattern” jed: Be able to add a digital photo of the test setup in the test pattern file/files.

2. Will the dynamometer system interface with an existing database? If yes, please provide specifics regarding type of database and information that will transfer between the database and the dynamometer controls.

jed: No. Since we have no established process we will build off what we get.

3. Clarify the performance requirements for the dynamometer. Please provide the min/max tolerance for each control mode for the dynamometer. For example the steady state speed shall be +/- xxxx rpm across the operating range.

jed: Since we have no established process we will build off what we get. It is discussed in the salient that this is to be a vehicle treadmill so 5% tolerance across the operating range.

4. Clarify the loading profile. Provide additional detail regarding the load profile requirements and transient requirements.

jed: Since we have no established process we will build off what we get. The loading profile will vary depending on the type of tactical platform we are testing.

5. Clarify the expectations from the dynamometer manufacturer with regards to controlling the test article. What level of automation is required?

jed: No control. Since we have no established process we will build off what we get.

6. Provide additional detail regarding the dynamometer capabilities with regards roll to roll synchronization. Are all roll sets to operate independent or do all rolls need to be synchronized with each other?

jed: Since in the salient it is discussed that this is to be a vehicle treadmill, synchronized.

7. What is the estimated distance between the dynamometer operator station and the dynamometer?

jed: 25 to 30 meters. Control equipment needs to be out of the RF field.

8. Are the controls to be housed in a control room? If yes please provide additional detail regarding available space for instrumentation, ambient conditions, and the anticipated EME exposure level.

jed: No. Controls will be housed in a control trailer that also controls the non-dyno test equipment. The control cables need to be flexible and can be connected and disconnected from a bulkhead panel. The techs control testing from this trailer. The trailer is position such that there are minimal fields. We keep the exposure to well below the MPE for controlled environments IAW IEEE C95.1-2005. Since we have no established process we will build off what we get.

9. If a control room is not provided, is it the expectation that the Dynamometer manufacture will provide a control room as part of the quote? If yes please provide restrictions and requirements.

jed: Only requirement is to provide controls that can be installed in our control trailer.
