PERFORMANCE WORK STATEMENT (PWS)

FOR

8A 75th Anniversary Public Address (PA) System Support

1. GENERAL:

This is a non-personnel services contract to provide PA system support for the 8A 75th Anniversary. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide PA system support as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

Background: This request is in support of the 8A 75th Anniversary celebration. There will be multiple events within the celebration including 13 synchronized air and ground operation demonstrations, static displays, music, and opening remarks from LTG Bills. Over 24,000 attendees are expected to attend the 8A 75th Anniversary celebration and this will require a professional PA system and operators to provide high quality audio and visual to the event attendees. 8A Headquarters does not own any of the required equipment stated above. Garrison VI centers do not own this equipment either. Area III can provide one projector and 10 foot screen. This system is not all-weather, not sturdy, and looks non-professional. Additionally, none of the Garrisons own a jumb-tron that is fully operational. None of the Garrisons have a PA system capable of supporting this magnitude of a ceremony.

The Garrisons does not have cameras with camera operators and their interoperability with a video projection system is unreliable. Camp Humphreys DPW can provide power to the venue by submitting a DA4283. This service will require a payment from 8A HQs. Based on the past few major events at Camp Humphreys, the power supplied by DPW has been insufficient. There is one unit with a generator large enough to provide the power needed to support the audio/visual equipment, but it’s a 400KW tactical generator that requires additional 100 and 40 amp breaker boxes and squib cable systems. Additionally, the 400KW tactical generator is a noise hazard and will be unsuitable for this event. The background information justifies this contract.

Objectives: Professional audio and visual support that will allow the 24,000 attendees to hear and view all planned events at the designated locations within the airfield.

Scope: The purpose of this PWS is to define the requirements for audio and visual support for the 8A 75th Anniversary from 06 to 09 June 2019. The rehearsals will take place on 06 and 07 June 2019 and the events will be executed on 08 and 09 June 2019. The contractor must provide full audio and visual support for all aspects of this event. The contractor will be responsible for generating power to meet the audio and visual requirements. The intent is to have high quality audio and visual support at the designated location within the airfield. The intent is to have the ceremony broadcast onto one large LED video walls, no less than 40 foot diagonally. The large-screen video display should be mounted on framed structures with back drops and able to withstand rain and wind. The contractor must provide a DVD player, compatible with the LED screens, to display a DVD video during the ceremony.

The audio component must consist of four wired microphones able to withstand outside interference. The audio system must be compatible with the microphones, speakers, wireless headsets, and a DVD player simultaneously.

The speakers must consist of no less than 12 and no taller than 24 inches. The speakers must be installed at equal intervals in front and back of guests, able to provide high quality sound to each end of the guest seating. The contractor must provide a minimum of three cameras with camera operators that are compatible with the audio / visual system. The cameras must both record and broadcast the entire event. The contractor will provide USFK with copies of the raw footage, on DVD, no later than 20 June 2019. The contractor must provide two lecterns / podiums, matching in style, wooden and not glass, full frontal enclosure, with a middle shelf, counter top, and compatible with the microphones provided. The power generation’s system must be able to provide electrical requirements to meet all audio and visual needs. The power generator(s) must not emit noise that impedes the ceremony or prevents guests from easily, clearly, hearing the event.

The contractor must put the control center and DVD player in a discrete location. The contractor must provide a wooden platform to support the audio and visual components as well as the guest speakers. The platform must be at least 2 feet in height, 18 feet wide, and 24 feet long. The contractor must provide fuel for the generator system. The contractor must provide technical support and equipment operators. The camera operators must film in a landscape orientation to meet the dimensions of the LED video screens. The Camera Operators must zoom in for precision events and have wide angle during speeches. All footage will be rehearsed and approved by the G3 FSE SGM. The complete package must be setup and ready to participate in the full dress rehearsal of the ceremony on June 07 2019 at 0830 and the event execution on 08 and 09 June 2019 at 0830 daily. The contractor or a representative must speak English in order to communicate with the Americans supporting the event.

Period of Performance: The period of performance shall be for four days from 06 June 2019 to 09 June 2019. There are no holidays during the requested contract dates or travel period.

Hours of Operation: The contractor is responsible for conducting business, between the hours of 0830-1830 on 06 and 07 June 2019 for the rehearsals and from 0830-1830 on 08 and 09 June 2019 for the actual demonstrations. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

Place of Performance: The work to be performed under this contract will be performed at Camp Humphreys on the air field in an area designated and approved by Safety.

The COR is not authorized to change any of the terms and conditions of the resulting order.

Key Personnel: The following personnel are considered key personnel by the government: PA System Technician.

CLAUSES INCORPORATED BY FULL TEXT

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during pre-award testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally.
