a. The purpose of this amendment is to response to questions received as follows:
QUESTION 1: The purpose of this email is to determine if we are reading this correctly. SOFA is not offered and we must be a Korean company to compete for a medical/nursing role of this solicitation? If this is so, why? As doing so drastically reduces the candidate pool and experienced venders who have knowledge and experience of staffing these types of positions. Not to mention, the language barrier issues.
RESPONSE 1: This acquisition is full and open competition for all interest sources. SOFA will be affected for this contract. However, the housing will not be supported. Deleted Requirements Being Solicited from Local Sources, page 3 of the solicitation.
QUESTION 2: Would you provide Korean Won exchange rate which will be based on converting KRW to USD?
RESPONSE 2: The Government official currency exchange rate is $1 = W1,156.12. FAR 52.225-17, Evaluation of Foreign Currency Offers (Feb 2000) is incorporated in the solicitation.
QUESTION 3: Would you agree to accept rates in USD directly instead of KRW?
RESPONSE 3: US vendor shall propose by USD, and the Korean vendor shall propose by Korean Won.
QUESTION 4: May we put multiple candidates’ documents in so that they can all be reviewed at the same time?
RESPONSE 4: The Government will be evaluated one IMRN and one IMLPN per proposal. The Government will not accept multiple candidates.
QUESTION 5: If IMRN or IMLPN is a Green Card holder (U.S. permanent resident), will there be any benefits for them while working in the AB?
RESPONSE 5: See Response 1
QUESTION 6: When do you expect to notice award?
RESPONSE 6: It will be awarded around 20 Sep 18
QUESTION 7: On page 17 of the PWS, 1.6.8, Qualifications state a BSN degree. Is any other BSN degree other that a US BSN acceptable?
RESPONSE 7: For the Registered Nurse (RN) position, the minimum required educational qualification is a BSN. For the Licensed Vocational Nurse (LVN)/License Practical Nurse (LPN) position, the minimum required educational qualification is a certificate stating that LPN/LVN have graduated from a Licensed Vocational/Practical Nursing program.
QUESTION 8: On page 18 of the PWS, 1.6.8.1, License/Certification state that the nurse must be licensed by the "state" does that include all 50 states and 5 territories, and are any other licenses other than US licenses accepted?
RESPONSE 8: They can have a license from one of the US territories and its jurisdictions.
QUESTION 9: On page 18 of the PWS, 1.6.81.3, English Requirement states communication in English at an intermediate level. Does the government feel that intermediate is suitable for IM healthcare issues, and is there a specific TOEIC/TOEFL or other measurement to determine "intermediate"?
RESPONSE 9: No, specific TOEIC/TOEFL or other measurement is not required for technical evaluation. However, if the Government determines that the language skills of a Contractor employee does not meet the language proficiency skills required of the position, the Contractor may be required replace the employee, at no additional cost to the Government.
QUESTION 10: As per page 3 of the 1449 continuation sheet, the 1st paragraph covers the fact that there is no SOFA, that companies must be registered in Korea. According to USFK REG 700-19, Chapter 1, Section1-4, Subsection C that justification of SOFA may include (2) Technical Qualifications, and (4) Limitations of U.S. Law. The question here is that it would seem that since the nurses need to have a US degree, US license, English Ability, this would be justification of SOFA. Is this not correct? If not, we request the government to explain, RESPONSE 10: See response #1.
QUESTION 11: Lastly, the educated, trained and qualified spouses that may be accompanying their military husbands and wives are not too keen to earn Wan. In addition, our experience in recruiting medical professionals for MTFs in Asia clearly indicates by not providing SOFA, you reduce your candidate pool exponentially. This leads to hiring of candidates who cannot communicate effectively with service members on key IM issues and potentially leaving the position unfilled for an extended period of time.
RESPONSE 11: See response #1.
b. DFAR and local clauses are incorporated as follows:
252.228-7000 Reimbursement for War Hazard Losses 5152.225-4020 Invited Contractor or Technical Representative Status under U.S. – Republic of Korea (ROK)
c. All the other terms and conditions of the solicitation remain the same.
