1 What is the number of Exercises and Augmentations per building in all areas?
There are two main United States Forces Korea (USFK) exercises which occur each year. One is during the Spring season and the other is during the Fall season.
KR/FE stands for Key Resolve & Foal Eagle, which are annual joint exercises held each year in Spring season between the U.S. and ROK military forces. UFG stands for Ulchi Freedom Guardian, which are annual joint exercises held each year in Fall season between the U.S. and ROK military forces. Both of these exercises impact all operations for USFK organization in different ways. Each exercise normally coveres a period of approximately one (1) month.

2 Please provide the historical workload for each building?
This contract is for augmented contractor support only. The offeror who wins the award will support already in place organic government personnel, consisting of U.S. military soldiers and Republic of Korea (ROK) local national government employees. The estimated hours listed on each CLIN is based upon an 8 hour workday for an employee. For example, CLIN 0001AA which is estimated at 37,960 hours for an entire year equals 104 hours per day (37,960 / 365). If you further divide 104 by 8 (8 work shift), you will get 13. The total personnel estimated for this CLIN is 13 people per day. This is assumed each of the 13 personnel will work an 8 hour shift.
However, please understand the government will not and does not require a contractor employee to work 8 hours. The decision on how many hours an employee can work will be up to the Contractor company to determine and manage. This information is given as an estimate only and is developed to assist you with determining the amount of contractor man-hours necessary for this effort.
You should also note each DFAC does not require 365 days of contractor support, so the calculations above are not exact to each CLIN.

c. The offeror(s) shall round all unit prices to the nearest whole Korean Won (KRW) thereby eliminating the use of any decimal points. (e.g. 9,876.54W = 9,877W)
(Note): Price is not scored for the purpose of technical evaluation. The lowest price for award purposes will be the combined total of the base year and all option periods. Price shall include all CLINs as listed on the Price Schedule, including option periods. The Government intends to evaluate proposals and award a contract without discussions. Therefore, offerors are instructed that submitted proposals should contain their best pricing.
d. Contractor Team Arrangements:
1. A contractor team arrangement (CTA) means an arrangement in which two or more companies form a partnership or joint venture to act as a potential prime contractor or a potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program. A CTA is not an arrangement in which two or more companies form a separate legal entity, such as a corporation or limited liability company, to act as a potential prime contractor.
2. The government will, when applicable, recognize the integrity and validity of CTAs when identified and fully disclosed to the Contracting Officer. Offerors proposing a CTA must identify and fully disclose contractor team arrangements relationships in their offer/proposal. A CTA must be in writing.
3. After award, the Contractor must notify the Contracting Officer of any CTA arrangement with subcontractor(s) within _10 calendar days prior to any projected performance by the new subcontractor.
4. For offerors proposing a partnership/joint venture CTA: The CTA must do business under the CTA name, must register in SAM under the CTA name, must provide documents vesting an individual with the authority of the partners to bind the CTA, and must designate a single point of contact for the CTA.
5. The government will perform a responsibility determination on a CTA just as it would on any prospective contract awardee
Option Years Prices: As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the offeror’s final option period price to the offeror’s total price. Thus, the offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half year extension of services period.
