AMENDMENT 0002

ELEVATOR MAINTENANCE

QUESTIONS AND ANSWERS

Q1. Does the Combined Synopsis/Solicitation under solicitation number W91QVN17R0102 contain requirements similar to a current contract? If possible, please provide the current contract number.

Or, is this a new requirement for the government?

A1: This is a recurring requirement under contract #

Q2: ITEM NO 0004, 1004, 2004, 3004, and 4004: Does it include Labor Hours?

A2: Yes, labor hours and costs shall be included in the total CLIN costs

Q3. Addendum FAR 52.212-1, Sub factor 1: Must prime contractor have elevator maintenance and repair experience?

A3: Yes, in accordance with Factor A, Subfactor 1, the experience of a subcontractor cannot be substituted for the prime contractor’s experience.

Q4. Addendum FAR 52.212-1, Sub factor 2: Must prime contractor have license for elevator safety inspection, maintenance and repair?

A4: Yes in accordance with Factor A, Subfactor 2, the experience of a subcontractor cannot be substituted for the prime contractor’s experience.

Q5: Addendum FAR 52.212-1, Factor B: Must prime contractor have experience like Inspection, Test, Maintenance and Repair Fire Protection System?

A5: No, Subfactor B has been updated and corrected. No Fire Protection System experience is required under this contract.

Q6. According to PWS, 1.6.11 Contractor Qualification Requirement, two years of Elevator maintenance experience is required within the last 5 years without distinction between Prime Contractor and Sub Contractor.

By the way, FAR 52.212-1, Instruction to Offerors, 2 Submission Requirement sub factor 1 The Prime Contractor's Prior Experience requires a minimum of two years of experience within the last seven years.

A6: The correct requirement is a minimum of two years of experience within the last seven years. The PWS has been updated and corrected.

Q7: For the Factor B and Past Performance of the above items, ITM and Repair Fire Protection System or similar service experience is required. Please confirm the relationship with Elevator Maintenance.

A7: No, Subfactor B has been updated and corrected. No Fire Protection System experience is required under this contract.

Q8. One is ELIN (Att 3) Part Amount price: Solicitation wanted offeror to provide unit price and amount of each reimbursable part. Do we have to add this total price to Item No 0004 IAW Factor C-Price to accomplish total proposal price?

A8: Yes, This CLIN amount must match with Option Year Grand Total of the Attachment 3 and will be included in the total evaluated price.

Q9: Do we have to provide 3 different company quotes if the parts are not in ELIN list as like in PWS, Para 5.4.1?

A9: Yes, if a required part is not included on the ELIN list, the contractor shall provide 3 different quotes for the required part in accordance with the PWS.

Q10: It says that permission license cannot be allowed to the subcontractor except prime contractor.

But it says nothing in PWS. Which one is correct? May we provide either license, prime or subcontractor?

A10: In accordance with Factor A, Subfactor 2, the experience of a subcontractor cannot be substituted for the prime contractor’s experience.

Q11: Last one is Factor B – Past Performance concern. : It says that Offeror shall provide a list of (3 or more) contracts under which they have performed in Inspection, Test, Maintenance (ITM) and Repair of Fire Protection System or ------. / We think that it should be Repair of Elevators instead of Repair of Fire Protection System. Which one is correct?

A11: Subfactor B has been updated and corrected. No Fire Protection System experience is required under this contract.
