QUESTIONS AND ANSWERS
Questions and Answers Associated with Solicitation W91QV119R0051
1. Question: Please confirm that the floor can be trenched to install a track system for moving/rolling the center video wall section out to its secondary show position.
Government Response: The floor cannot be trenched.
2. Question: Will we be able to have a minimum of two CONEX storage containers on site, as the equipment needed for the project will be more than will fit in one. If not, the staging of the equipment in multiple shipments might cause installation delays.
Government Response: No, the Contractor shall provide a maximum of two (2) 40’x8’ Conex containers to store Contractor equipment utilized for contract performance. Section 3.1.16 of the Statement of Work has been updated accordingly.
3. Question: Please confirm if the projectors are to be suspended from the lighting truss or will it need to suspend from the structural steel?
Government Response: Depending on the Contractor’s design, either is acceptable. However, sightlines need to be maintained as much as possible.
4. Question: For the platform, is a solid surface or a structural mesh surface preferred?
Government Response: In order to help remove heat from the LED Wall, structural mesh on the 4’ (if the decks run parallel to the rear wall) half nearest the back wall is acceptable. There needs to be consideration for performers who may wear high heeled shoes. The 4’ half nearest the LED Wall should be solid surface. Section
3.3.2 of the Statement of Work has been updated accordingly.
5. Question: Will we be able to tie into the brick wall for any horizontal video wall support?
Government Response: No.
6. Question: For structural/video wall support design, is there a requirement for the government to study and approve the contract’s design prior to commencement of work?
Government Response: No. The award of the contract will effectively be considered approval of the awardee’s design. See Instructions to Offerors for what is required in the computer-aided design drawings.
7. Question: Must contractor drawings be stamped by a structural engineer licensed in Virginia?
Government Response: Yes. Section 3.3.2 of the Statement of Work has been updated accordingly.
8. Question: What, if any, historical requirements must be adhered to for work under this contract?
Government Response: None
9. Question: Please provide any known blackout dates during which work cannot be performed in the facility.
Government Response: The Government anticipates the Contractor cannot perform the work identified in the Statement of Work during the last week of each month except for the month of May. During the month of May, the Government anticipates the Contractor cannot perform work from 13 May 2019 through 17 May 2019. The Contractor and Government will work out a more detailed, concrete schedule to complete the work identified in the Statement of Work during the Post Award Conference to ensure the Contractor work does not get in the way of events/ceremonies taking place in Conmy Hall. Section 4 of the Statement of Work has been updated accordingly.
10. Question: Per RFP section 3.4.3, paragraph 1, page 7, please confirm that the goal for the floor projection system is that one (1) 50’ x 28’ image should be displayed on the floor, not multiple 50’ x 28’ images.
Government Response: No. Two (2) projectors are required. Section 3.4.3 of the Statement of Work has been updated accordingly.
11. Question: Is a performance/payment bond required on this project?
Government Response: No.
12. Question: Due to time constraints, is it possible for the Video Wall panels to run at 3800+ instead of the 4800?
Government Response: Yes. Section 3.3.1 of the Statement of Work has been updated accordingly.
13. Question: 3.3 LED Wall 3.3.2-There is existing life safety, fire alarm and mass notification mounted on the wall that will be covered by the new LED wall. Is the Army going to have these relocated?
Government Response: Yes, if the Government makes the determination that relocation of the device is necessary. Section 6.2 of the updated Statement of Work has been updated accordingly.
14. Question: LED Wall 3.3.2-There is a thermostat located on the wall that will be covered by the new LED wall.
Will the Army move this
Government Response: Yes, if the Government makes the determination that relocation of the thermostat is necessary. Section 6.2 of the updated Statement of Work has been updated accordingly.
15. Question: 3. 3 LED Wall 3.3.4 - How many simultaneous video windows will be required on the LED wall.
Including background video content?
Government Response: Minimally 6 (background, 2 x IMAG windows + possible independent content for the center section + 2 other windows for Power Point presentations).
16. Question: 3.4 Floor Projection System - Will a Pandora Media Player be required for content playback on the LED Wall. If yes how many output channels will be required?
Government Response: Yes, a Pandora’s Box media server (brand name or equal in accordance with FAR Clause 52.211-6), is required. Six output channels, at a minimum, are required. Please see updated Statement of Work at section 3.4.5.
17. Question: 3.3 LED Wall 3.3.1 What is more important specification? Resolution or physical size?
Government Response: The Government has not identified an order of importance related to resolution and physical size. See Evaluation Criteria in Solicitation to identify how the Government will evaluate proposals. It should be noted that Section 3.3.1 of the Statement of Work has been updated.
18. Question: 3.3 LED Wall 3.3.4 - Will the upstream video matrix (Crestron DM) be used to feed sources into the Spyder video processor?

Government Response: No. The ramps shall have a reasonable slope so that a case may be rolled up it safely.
3’ of run for every one foot of rise is acceptable. Section 3.3.2 of the Statement of Work has been updated
20. Question: 3.3 Video Wall 3.3.2 - Is the stage access required to have 2 ramps, one on each side. If both sides can’t allow space for ramps, can one side have stairs to access the stage?
Government Response: Yes, the ground support structure identified in Section 3.3.2 of the Statement of Work shall have a 4’ wide ramp on both sides for access behind the screen as well as stairs next to the ramps. The center section shall have stair access on both the stage left and stage right side of that opening. The ramps shall be on each end (nearest the wall if the decks run parallel, next to a set of steps on each end) which would be the half next to the screen. Section 3.3.2 of the Statement of Work has been updated accordingly.
21. Question: 3.3 Video Wall 3.3.2 - Does the new LED structure going to require a Mechanical Engineer approval stamp?
Government Response: No. However, the structure and stabilization from the roof trussing shall be stamped/certified by an engineer in accordance with Virginia state law. See response to Question 7 and Section
3.3.1 of the updated Statement of Work.
22. Question: 3.3 Video Wall 3.3.2 - Moving LED panels away from the main structure presents an issue with damaging the LED edges. Should the center section that needs to be moved as a separate wall from the rest of the wall? This means that the edges of the moving wall should have a protective edge to prevent damage to LEDs on the edge.
Government Response: The center section of the structure shall utilize tight spacing tolerances with the smallest margin possible that prevents damage. The LED wall is intended to present a continuous, uninterrupted image when the center section is in its stored position. If edge protection is possible without decreasing the continuous, uninterrupted image, then edge protection is acceptable. The support system shall utilize a very controlled and smooth, even operation. Section 3.3.2 of the updated Statement of Work has been updated
23. Question: Is the Period of Performance of 150 days a stern requirement? By the time the structure for the LED wall to be designed, approved by site and to build the structure may take longer than the 150 days.
Government Response: Yes. The award of the contract will effectively be considered approval of the awardee’s design. See Instructions to Offerors for what is required in the computer-aided design drawings.
