Visitor Screening Services - W91QV1-16-T-0171 Questions and Responses

1. Can the government clarify why the RFQ only covers a period of 20 months rather than including multiple option years?

RESPONSE: The current requirement is for 20 months.

2. To facilitate the best pricing equipment estimates and to provide you with the most accurate and favorable proposal terms, could the government provide the list of approved TSA vendors for the equipment listed in CLIN 0002 as part of the Q&A responses or in an amendment rather than 48 hours post award?

RESPONSE: There are many different vendors, the Government does not endorse any of these vendors.

3. Can the government clarify whether the upfront required screening equipment and radios under CLIN 0002 will be reimbursed by the government through one invoice at the beginning of the Period or Performance? Or through what other arrangements or time period?

RESPONSE: CLIN 0002 will be paid through one invoice.

4. Since the RFQ requires that all employees have a favorably adjudicated NACLC, will the employees on the contract all be expected to have or receive a SECRET level clearance? Will the government accept interim NACLC/SECRET level clearances?

RESPONSE: The Government expects all employees performing services under this contract to have a favorably adjudicated investigation at the non-critical sensitive level (i.e., Secret clearance based on a NACLC, ANACI, Tier 3, MBI (SF-86), or higher investigation).

5. Will the Prime contractor and any Subs be required to have a Facility Clearance (FCL), in order to process NACLC/SECRET clearance requests and service the employee clearances?

RESPONSE: The Government will not initiate or process security clearance investigations for contractor personnel; the contractor must have the appropriate access to personnel security systems necessary to initiate and process investigations (e.g., eQIP, OPM CVS, JPAS, etc.) for adjudication by the Defense Security Service (DSS). The Government will accept interim security clearance determinations from DSS.

6. Is there any Past Performance submission requirement?

RESPONSE: There is no past performance submission requirement.

7. Is there a current contractor and if so whom?

RESPONSE: This is a new requirement.

8. What is the current price by CLIN if possible?

RESPONSE: This is a new requirement.

9. There was no SF 1449 or SF 33 with the solicitation, was this an omission or is one not required?

RESPONSE: Per page 1, line 1: “This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.”

10. We do not see any "Instructions to Offerors" telling us the format for our response, is this an oversight or do we simply submit the pricing, our name and nothing else?

RESPONSE: Per page 1, line 10: “The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Addendum to 52.212-1 is as follows:

Technical Acceptability: In order to be technically acceptable the offeror must submit the deliverables that are due with quote submission, as noted in Technical Exhibit 2. Each deliverable must meet all requirements of the PWS section, as noted in Technical Exhibit 2. This includes: Quality Control Plan (QCP), Equipment, Phase in/Phase Out Plan.

Price: The quoter must fill in and complete pages 2-9 of the solicitation to include a unit price of each line item and a total amount for each line item. The quoter must also fill in the total quote Price on page 10. The Total Quote Price shall be a summation of line items 0001, 0002, 0003, 0004, 0005, 0006, 0007, 0008, 0009, 0010, 1001, 1002, 1003, 1004, 1005, 1006, 1007, 1008, and 1009. The price factor will consist of the total quoted price on page 9.”

11. There are two sets of "Representations and Certifications", are we to submit both sets with our response?

RESPONSE: See clause 52.212-3 Alternate I (page 13) and provision 52.212-3 (page 82).

12. Paragraph 5.3.1, 5.3.2, 5.3.3., 5.3.4, 5.3.5, 5.3.6, and 5.3.7. In each of these paragraphs the Government give an estimate of the minimum number of individuals needed. Where there is more than 1 individual suggested is the Government saying they are suggesting this is the minimum number of individuals at that location during all hours of service or for the total day/shift?

RESPONSE: This is the minimum number of individuals during all hours of operation.

13. At locations where there is a multi-individual staffing is one of those individuals a Guard I and another a Guard II. We assume Guard II's are supervisory, at which locations is the Government requiring an assigned Guard II?

RESPONSE: That is to be determined by the quoter. The Government does not dictate supervisory staff locations.

14. Has a contractor performed similar work to this for the government in the past?

RESPONSE: This is a new requirement.

15. If available, please provide the incumbent contract number.

RESPONSE: This is a new requirement.

16. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
