Continuation of Questions and Answers
1. Reference paragraphs 1.4 Scope. The paragraph is confusing when defining the requirement. For example, the first sentence states the course is provided 10 times per year with up to 203 students. The last paragraph states: “The range can be low as 1630 to a high of 2050 per year. FY16 courses will have up to 203 students. FY17 courses will have up to 169 students.” Is the intent of the sentences to mean the FY16 courses will have up to 2,030 (203 students x 10 iterations) and FY17 courses will have up to 1,690 students (169 students x 10 iterations)? Under current planning conditions, the student load in FY16, from now thru September, the total student load is 203 per class. Starting in October, the load drops to 169 per class. The range is provided to assist offerors in pricing the remaining option years.
2. Reference Para 3.2. Facilities. “The Government will provide the necessary workspace for 20-30 contractor staff members to provide the support outlined in the PWS…” Is the Government inferring the contractor must have “20 to 30 contractor staff members to provide the support outlined,” or is the number of workspaces available informative in nature? This is informational in nature regarding the workspaces available during the weekends that the instruction is being conducted. See question #4 provided with amendment 0001.
3. Reference Para 5.1b. “Given a list of students and their contact information (approximately 45 days prior to the class start date), the contractor shall contact each student in order to provide access to the assessment tool(s) and to obtain any background information required in order to create the individual assessment.” Given the period of performance start date is March 11th, 2016, and Balanced Readiness Seminar (BRS) 16-05 is scheduled for 26 through 27 March 2016, will the students have already accessed the assessment tool? If so, will the Government provide background information to successful contractor? If not, will the Government waive the 45-day requirement and allow for a modified assessment and background information gathering session in preparation for BRS Class 16-05?
See question #10 provided with amendment 0001.
4. Reference Para 5.1.1. “Counseling sessions shall be conducted on the same weekend as the personal growth seminar, before and after the formal instruction.” In order to determine staffing and throughput for 55-minute counseling sessions, request the Government define the actual periods for available sessions. For example, PWS para 1.6.4 states hours of operation are 0800 hours through 2000 hours. What is the earliest and latest time the counseling can commence/end on Saturday and Sunday? Can the contractor provide an innovative approach maximizing the time and effectiveness of counseling and facilitation staffs provided Para 5.1.1 deliverables are met during the personal growth seminar? The contract stipulates that all instruction and counseling must occur over the given weekend. The facility is open for 24 hours (12 hours on each day), approximately 10.5 - 12 hours are used for instruction, giving about 12 – 13.5 hours of time to conduct the counseling sessions.
5. Reference Para 5.2.1. “Based on projected numbers, a minimum of six small groups will be required to run simultaneously, two for BDE PC/CSMC and four for BN PC/CSMC.” Can the contractor provide an innovative approach maximizing the time and effectiveness of counseling and facilitation staffs provided Para 5.2.1 and 5.2.2 deliverables are met during the personal growth seminar? Yes
6. Reference Para 5.4., Material Revision. “The contractor shall provide a modified curriculum to be approved by SCP, for BDE PCC students who have previously attended the BRS during BN PCC.” Request the Government provide the number of academic hours required for modified curriculum. For example, is the requirement for a 1.5 day seminar with an instructional day equating to 7-8 instructional hours, lunch not included? That is the instructional day.
6a. Request the Government further clarify the deliverable for Task 5.4. The task is to revise curriculum; however, the deliverable states, “Contractor provides the instruction on time and in accordance with the approved POI/agenda.” The deliverable more closely applies to Para 5.2 then a task associated with the revision of curriculum. What is the timeline for the delivery of draft revised curriculum for review by the Government? If the revision is to current curriculum, the Government will respond within five working days of submission. For the revision due to students already having attended the battalion course, review and dialog will take longer, and work will be in conjunction with the contractor to provide sufficient time for the contractor to adjust prior to execution.
6b. Question. Will the Government modify the PWS at a later date to include the newly revised and approved curriculum for BDE PCC students as part of PWS Para 5.2? The Government will modify the PWS as required based on the numbers of Brigade students that start coming through already having attended BRS during Battalion PCC. There may be a period of time that the Brigade students might be split into two different groups, half having attended before, and the other half attending for the first time.
7. Reference Para 5.3., Follow-up coaching session. “The coach that provided the individual feedback for the student shall contact the student telephonically before the end of the period of performance. Optimally, this contact will occur between four and six weeks after the student assumes command/responsibility.” If applicable, will the successful contractor be required to conduct follow-up coaching sessions for sessions administered by the previous contractor? These sessions took place prior to the new period of performance. No, completion of the counseling sessions will be part of closing the current contract.
