Questions and Answers

1. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. The incumbent contract is W91QF4-10-C-0029, held by LWMIII.

1. Has the current contract been procured under SDVOSB or another set-aside? The previous contract was solicited as a SDVOSB set-aside.

1. Has the PWS been modified in any substantive way from the current contract performance? Not substantially. The only significant change is the projected number of students per year.

1. Can you provide the historical data on manpower to current contract? Manpower is based solely on student throughput. Previous years have ranged from 20-25 instructors/coaches per class, based on student load.

1. Has the space for 23 personnel been adequate or more than sufficient for contract performance? See question number 4.

1. Do you require resumés for facilitators/mentors? No, resumes and individuals’ names are specifically prohibited.

1. Page 7, paragraph 3. (b)(3) Factor Two-Management and “Staffing. Sentence reads: “No names or resumes of individuals shall be submitted in the proposal”.

May we include names and credentials of our team members in Volume III, Past Performance? We believe specifying the number, names and credentials of a company’s team members is rather important in the technical evaluation of a proposal. No names or resumes shall be included in any volume of the proposal. The one exception is the individuals authorized to negotiate and sign on behalf of the offeror. In accordance with section L, it is required that the offeror specify the number and labor hours of the proposed staffing approach, and include the minimum credentials that will be required when hiring/selecting the personnel to fulfill this requirement.

1. Is there a phase-in period associated with the 11 March Period of Performance start date, and if so, how long is it? There is no phase in period.

1. What are the expectations of the offeror during phase-in? See question number 8.

1. What is the first class session the offeror will be responsible for instructing? The first session the contractor will instruct is class 16-06, 30 Apr – 1 May 2016.

1. Will the government consider increasing page limit in Volume 2, Mission Capability, to 18 pages to allow offerors the ability to fully explain their staffing methodology from base to option years? Yes, Section L has been updated.

1. “This is a two part program: Part 1 is an education program that encompasses senior leader competencies as defined in ADRP 6-22 Army Leadership, Part 2 is a 1.5 day seminar that will guide the participant in clarifying their personal and professional values, provide personal awareness, emphasize areas under the comprehensive soldier and family fitness (CSF2) program and create an action plan to address work/life balance.” It is our understanding that this contract is specific to Part 2 (1.5 day seminar) ONLY and we do not have any requirements associated with Part 1 (education program). Can you confirm that our effort is purely related to Part 2 of the PCC program? Correct, the contractor is only responsible for Part 2.
