About this file

This is a Sources Sought Notice for a Digital Mindfulness program procurement at Carlisle Barracks. The U.S. Army currently intends to award a sole source contract to Peak Mind Interactive LLC but is actively seeking alternative vendors to support a competitive procurement. The Government is procuring non-personal professional services including training and technical adaptation services to operationalize a baseline mindfulness application. The pre-existing free commercial application "Push ups For the Mind" will serve as the foundation, with the contractor providing implementation and support services. The solicitation is classified under NAICS code 611430 (Professional & Management Development Training) with a small business size standard of $15 million. The statutory authority for the sole source justification is 10 U.S. Code 2304(c)(1), citing only one responsible source available to satisfy agency requirements.

This is not a Request for Quote, Invitation for Bid, or Request for Proposal, and the Government is not accepting unsolicited proposals or quotes at this time. Interested vendors should provide detailed capability information including firm identification (name, POC, DUNS, CAGE code), business size and certifications, relevant experience on similar requirements, commercial availability and pricing information, and recommendations for structuring the contract to enhance competition. The Government particularly encourages responses from small businesses in all socioeconomic categories, including 8(a) firms, Service-Disabled Veteran-Owned businesses, Women-Owned Small Businesses, and HUBZone-certified concerns. Responders should also identify any conditions unnecessarily restricting competition and contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015 with concerns. If a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry.
