SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

DESCRIPTION OF AMENDMENT

This amendment is issued to reflect the following changes:

1. The following questions and answers were submitted as follows:

Q: I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract?

If the latter, can I please find out the incumbent contractor's name and contract number?

A: This requirement is a follow on effort. The incumbent contractor is Guardian Defense Group, Inc. and the contract number is W91CRB-19-P-0017.

Q: Does the requirement specify that each of the individuals referenced need to have a PHD in psychology AND 10 years of SOF/SMU experience? Or can the requirement be met with a Psychology PHD who has 10 years of experience training military and intelligence personnel, and then another senior instructor without a PHD in psychology who has 10 years’ experience SOF/SMU as stated below?

1.7.10. Key Personnel: The contractor shall ensure qualified personnel are assigned to accomplish the workload and provide satisfactory performance of the requirements in this PWS. A Sr.

Instructor/Coordinator and Sr. Instructor are designated as Key Personnel. At a minimum, the Sr.

Instructor/Coordinator and Sr. Instructor shall possess a PHD in psychology; have a minimum of 10 years’ experience training military and intelligence personnel; have a minimum of 10 years’ experience with SOF/SMU assessment and selection programs; the ability to read, interpret, and provide feedback from the MMPI 2. The Sr. Instructor/Coordinator and Sr. Instructor shall have extensive knowledge in elicitation, deception detection, interrogation, interrogation resistance, and adaptive thinking.

A: The requirement stands as is. Both the Sr. Instructor/Coordinator and the Sr. Instructor must possess a PHD in psychology. Both the Sr. Instructor/Coordinator and the Sr. Instructor must have a minimum of 10 years’ experience training military and intelligence personnel and 10 years’ experience with SOF/SMU assessment and selection programs.

Q: We saw your inquiry RFP for interview training. What we could not discern is whether it was to train those who are leaving your command or to train those at your command on better interview and screening techniques.

A: This training is for students who are new to the unit. Students are training toward becoming global operational advisors.

Q: Other questions center around whether we can even be considered. We have SAMS numbers already assigned. However, while we are a small company, we conduct training for interviews and job search through our ETAP and CTAP programs on military installations in the United States, Europe, and the Far East.

W91CRB20Q0001

A: An active SAM account is required. This requirement is a small business set aside and only small business offers will be accepted. This training has the option for one day of class to be performed on a military installation. However, the other four days must be conducted on the economy in Fredericksburg, VA.

Q: Can you send a description of the services to be performed, the desired frequency of those services annually, and any other information that will allow us to submit a bid.

A: The services to be performed are outlined in the Performance Work Statement (PWS) within the solicitation document W91CRB-20-Q-0001. Classes will take place twice a year, class one in February and class two approximately six months later. Each class will be for a duration of five days. Quotes will be evaulated based on the factors listed under FAR clause 52.212-2 EVALUATION—COMMERCIAL

ITEMS.

Q: There appears to be 3 CLINS per year based on the size of the class. Based on the requirements in the PWS it appears that the requirement is only for 2 classes a year so would think that the Government's intent is to order only 2 classes from the offered CLINS, is that correct or are there 2 classes of each size per year?

A: Yes, there are only two classes per year: February and August. Class sizes may vary and are determined before the start of each iteration. The CLINs provide the Government with pricing for different sized classes.

Q: It was not clear in the RFP if the submission was electronic or paper and if it should be emailed to you by the date/time or mailed?

A: Offerors must submit their quote by 20 December 2019, 3:00 PM EST via email. Please email your documents to the Government point of contact Samantha Hannah at samantha.l.hannah2.civ@mail.mil.
