CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Key Personnel: in accordance with the Performance Work Statement

2. Past Performance: in accordance with the Performance Work Statement

3. Program of Instruction

4. Price

Offeror shall submit: resumes for key personnel, proof of past performance experience, and a Program of Instruction; along with their price submission.

Quotes must be found technically acceptable in all four factors. Award will be made to the lowest priced quote deemed technically acceptable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Interview Techniques Course

1. GENERAL:

1.1. Introduction: This is a non-personal services requirement to provide Interview Techniques

Training. This requirement will provide the Asymmetric Warfare Group (AWG) Advisor Training Course (ATC) students a training course with continuous feedback for interview techniques in various scenarios.

1.2 Description of Services: The contractor shall provide all personnel necessary to perform the Interview Techniques Training serices as defined in this Performance Work Statement (PWS).

1.3. Background: A core mission for the AWG involves the acquisition of information and accumulation of knowledge related to current and emerging threats, countermeasures directed against those threats, and the effectiveness of training and application of those countermeasures in the field. The capacity to acquire and transfer information/knowledge efficiently and effectively is critical to the individual operator’s and the unit’s success. The AWG requires a contract with a base year and one option year to teach a five day military Interviewing Techniques course, twice a year, to the AWG’s ATC students, incorporating psychological evaluations of each student to create a customized training plan. The AWG’s ATC is a 4 month course designed to train Officer's and Senior Non Commissioned Officers (NCO) to become Operational Advisors within the AWG. The ATC focuses on individual’s knowledge in tactics, marksmanship, communications, tactical combat casualty care, improvised explosive devices, mobility, and current military capabilities to defeat the enemy on the battlefield.

1.4. Objectives: The course will enhance Operational Advisor interviewing/information acquisition skills, and presentation/information transmission skills.

1.5. Scope:

a. The contractor shall provide a licensed clinical psychologist certified to read, interpret and provide feedback from the Minnesota Multiphasic Personality Inventory (MMPI 2), Test of Attention and Interpersonal Style (TAIS), NEO and Shipley to identify individual interviewing and presentation skills strengths and weaknesses.

b. The contractor shall deliver an individualized psychological assessment of each trainee on the basis of performance that will include an analysis of trainee strengths and weaknesses in interview and presentation skills with specific recommendations for additional development.

c. Contractor shall provide a sufficient real population with a real world scenario, and real world role players to conduct all practical exercises.

d. The contractor shall have experience training personnel in elicitation, solicitation, deception, detection, and interrogation.

g. Contractor shall provide the availability of sufficient classroom and interview room space in a hotel.

h. The AWG will provide two ATC instructors to assist the contractor with practical exercises.

i. The contractor shall provide a copy of the Program of Instruction (POI) along with quote.

j. The contractor shall provide a written individualized psychological assessment and training plan of each student at the end of the course. The plan should include the student’s strengths and weaknesses to focus all future training, with the objective of improving the student’s ability to conduct the AWG mission as an Operational Advisor.

1.5.1 Requirements: The contractor may request a classroom for the first day of instruction at the AWG compound in Fort A. P. Hill Virginia, with the remaining four days of training on the economy in Fredericksburg, VA. Contractor shall provide a hotel suite for students to back brief contractor and cadre on interviews results. Contractor shall provide real world role players to be interviewed by students.

Students will work in two man teams engaging 14-16 interviews of varying length throughout the week. These interview opportunities shall include:

Contractor shall provide a comprehensive written and in person review of each students performance.

1.5.2 Component skills required to reach objective:

a. Effective questioning. It is not just important to ask questions to Soldiers in the field, but to ask the right kind of questions that maximize potential to obtain all relevant and available information. These questioning techniques should include basic elicitation skills.

b. Effective problem analysis and interview planning. A common shortfall in interviewing effectiveness involves a failure to do the initial problem assessment work necessary to develop an effective interview plan.

c. Effective interpersonal skills. Not only do Operational Advisors need to be able to ask the right kind of questions, but they have to be skilled in motivating others to talk to them and to take the risk to share their thinking, opinions, observations, etc. Operators must have good social skills to engender trust in client personnel and trust is critical to influencing units to consider alternative ideas and adapt methods potentially different from their Standard Operating Procedures (SOP).

d. Effective listening skills. Operational Advisors must not only be good at talking to people and influencing them, but must be able to listen effectively to observations, ideas, etc.

that soldier’s on the ground have obtained through direct experience.

e. Methods to influence others. Operational Advisors must be able to tactfully influence others to try new and innovative ideas, techniques and methods.

1.5.3 Course tasks designed to help students learn component skills:

Class presentations on:

1) Interview planning- This is a block of combined instruction and practice in conducting problem analysis and then developing an effective interview plan to answer specific questions or dilemmas put to them. All dilemmas are oriented around real-world problem sets that have confronted the unit in the past or currently.

2) Effective interviewing- This is a block of instruction covering the basic do’s and don’ts related to effective interviewing.

3) Interpersonal effectiveness- This is a block of instruction that reviews the factors that are related to interpersonal effectiveness. In particular, behavioral research findings related to likeability, perceived attractiveness, and trustworthiness will be reviewed.

4) Active Listening- This is a basic class on the key techniques associated with active listening including basic verbal and non-verbal strategies used to convey effective interest and reliable understanding.

5) Basic elicitation- This is a class covering some of the most commonly used and easily employed elicitation techniques that are useful in facilitating people to talk about potentially sensitive issues. Although the unit is typically engaged in more direct information acquisition, some skills in this area can be helpful in general interviewing.

6) Influence/persuasion methods- This is a class covering the behavioral science behind the most commonly used methods for influencing others in terms of attitudes and choices and which are routinely utilized in the commercial world to influence potential consumers to try new products or ideas.

7) Effective presentations- This is a block of instruction that provides basic dos and don’ts that facilitate effective briefing/presentations.

1.5.4 Experiential components:

1) Interview opportunities- In this proposed course design, students working in two-man teams will engage in 14 to 16 interviews of varying lengths and types during the week. These interview opportunities include:

Practice interviews with cadre Interviews with foreign nationals Interviews with service personnel Interviews with law enforcement personnel Interviews with subject matter experts

All interviews other than the practice interviews with the cadre on Day 1 are oriented around a mission scenario in which the students are conducting a general security assessment of an area in the Fredericksburg, VA area.

2) Continuous supervision and feedback in process from planning to briefing through execution. All interview planning and the interviews themselves are observed by cadre who provide the students immediate feedback along the way.

3) Daily briefings to supervisors. As part of the intent to provide students with opportunities to practice their briefing skills, prior to each interview, student teams have to brief their observer/supervisor. Feedback shall be provided to the team at each event.

4) Practice formal presentations. Students will be provided an opportunity to give a unit command brief during the week. This will involve presenting to a mock client that will provide each team with a series of common briefing dilemmas.

These dilemmas are designed to increase their understanding of the need to be flexible and agile in how they engage senior leadership across varying unit clients and affiliates.

5) Final formal presentation to command board. In addition to the daily briefings, all teams will have to develop a final, formal presentation of the results of their week’s interviews in the form of a security assessment addressing key information requirements given to them at the start of the week.

1.6. Period of Performance: This contract will have a base year and one option year period. The period of performance for the base year will be 3 February 2020 - 2 February 2021. The period of performance for option year one will be 3 February 2021 - 2 February 2022. There will be two, five day iteration periods a year. Iteration for group one must be held 24 – 28 February 2020. Iteration for group two will be held six months later and a confirmed date will be made between the contractor and the cadre.
