Army Science Board
On behalf of the Deputy Under Secretary of the Army (DUSA), Army Contracting Command – Aberdeen Proving Grounds (ACC-APG) thanks you for your questions.
Q&A’s included in this document are not considered part of the RFP. Offerors shall abide by the instructions and terms of the RFP. This document does not alter the terms of the RFP.
1. Does the analyst position require Secret clearance at start of contract or can the analyst position be cleared after the individual comes on board?
Answer: All positions require Secret clearance (interim or final) upon start of contract
2. Does the Writer/Analyst position require Secret clearance at start of contract or can the analyst position be cleared after the individual comes on board?
Answer: All positions require Secret clearance (interim or final) upon start of contract
3. What is the actual NAICS code and size standard for this solicitation?
Answer: The NAICS is 541611 and $15,000,000. The size standard from page 72 will be corrected.
4. Will the government consider updating the DD254 to reflect holding at the Top Secret/Sensitive Compartmented Information (TS/SCI) and not just SECRET as the DD254 is reflecting now? It is much easier to source employees with the TS/SCI initially to satisfy this requirement. In fact, all our key personnel hold Top Secret Clearance and having the DD254 holding at the level of SECRET will force us to downgrade their clearance to SECRET and when it is time to upgrade it back to TOP SECRET will require delay in the process. With a holding of TS/SCI, we can still bring in people at the SECRET level but this will give us the flexibility of keeping the people we have at the TS/SCI at that level. If it is not possible to issue a DD254 at the TS/SCI level, will the government consider removing the TS/SCI requirement from the solicitation?
Answer: There is no requirement for TS/SCI associated with this effort. The PWS paragraph 1.6.7 will be updated to reflect this.
5. Is the government requiring 1 resume for the Senior Analyst/Contract Manager and two resumes for the two Report Writer/Analyst labor positions, for a total of three Key Personnel? Or just 1 Senior Analyst/Contract Manager and 1 Report Writer/Analyst for a total of 2?
Answer: Resumes are required for all three “Key Personnel” positions.
6. Per Page 64 of 89 in Section “252.215-7009 PROPOSAL ADEQUACY CHECKLIST (JAN 2014)” Which Volume should provide this checklist/information and if in the Technical volume, can this content be excluded from the page count?
Answer: This was removed

7. Our QCP is very extensive and since the government is also looking for contractors to address the PRS in the government’s QASP within our QCP, this plan alone can take up much of the 15-page count limit of the technical volume. Will the government consider excluding the QCP from the 15-page count limit?
Answer: QCP is excluded from 15-page count.
