QUESTIONS AND ANSWERS
Solicitation Questions and Answers
1. Is there going to be a current Area Wage Determination (AWD) provided for subject solicitation?
Offerors are responsible for identifying and conforming to the applicable WD any non-professional labor positions listed on the Government provided cost template that are not covered by the included CBA. Any position proposed using a WD should be identified as such in the cost template IAW the solicitation instructions.
2. Under Clauses Incorporated by Reference, Section L of the Solicitation, the
Government has incorporated FAR Clause 52.237-1, Site Visits. Will the Government hold a site visit?
The Government will not be holding a Site Visit.

4. Will the Government clarify where the work will be performed (i.e. Government or
Contractor facility)?
All work will be performed at a Government facility. Please reference the FedBiz Opps Posting, Place of Performance: US Army Aberdeen Test Center, Aberdeen Proving Ground, MD 21005.
5. Will the Government establish a cut-off date and time for potential Offerors to submit questions?
All questions must be submitted in writing to the contract specialist no later than 13 July
2016, 2:00 PM EDT.
6. The descriptions for CLINs 1000, 1100, 1300, 2000, 2100, 2300, 3000, 3100, and 3300 make reference to an attached Level of Effort (LOE) Spreadsheet. Where is this spreadsheet located?
The Level of Effort (LOE) is included in Solicitation Attachment 1 Cost Model under tabs ‘Labor – Cost Detail and Labor OT – Cost Detail’ in column E ‘Productive Hours’.
7. The descriptions for CLINs 1100, 1300, 2100, 2300, 3100, and 3300 make reference to an attached Level of Effort (LOE) Spreadsheet. With regard to these “non-labor” CLINS (ODC, Manpower Reporting, etc) what is the intended relationship between the referenced LOE spreadsheet and the pricing for the CLIN?
CLINs 1100, 2100 and 3100: Based on the stated Level of Effort mention in question 6, an estimated ODC has been provided. A General and Administrative (G&A) rate only should be applied to this estimate. Please see Cost Model tab “ODC – Cost Detail’.
CLINs 1300, 2300, 3300: The contractor is required to provide data on contractor manpower for the performance of the contract. The Level of Effort provides and anticipated reporting requirement. Per the solicitation, Section B states the Contractor Manpower Reporting CLINs are Not Separately Priced (NSP).

Yes, in order to comply with the requirements stated in Section L of the solicitation, Volume 4 – Cost/Price Proposal may consist of both an Excel and Word document.
11. What is a “Protected” copy and what is an “unprotected” copy?
Protected: all cells are locked by default, which means that they cannot be edited.
Unprotected: allows for formulas to be seen.
12. In the Sample Indirect Rate Worksheet tabs, the years listed begin in 2010 and end in 2012. Should more current cost data be provided for historical backup?
The sample spreadsheets included in the Cost Model template are for demonstration purposes and show a generally accepted format for calculating the described indirect rate.
13. Cost Summary Tab – 11 month base period listed in the heading. Will the
Government please clarify if this is correct?
The base period should be listed as 36 months as to match the Period of Performance/ Ordering Period stated in the Solicitation. The Government will revise the Cost Model template to reflect this change.
14. Is the start date 05 January 2017 or 06 January 2017?
Ordering Dates are based on an anticipated contract award date of 05 January 2017. The Government will alter the dates as needed on the eventual contract dependent upon the actual contract award date. Page 43 of the solicitation has been updated to reflect 05 January 2017.
15. Attachment 1 – Labor Category Qualifications Requirements identifies the qualifications and requirements for Secretary III. PWS par C.1.3.3 states in relation to this same attachment that contractors “…shall be responsible for providing personnel meeting or exceeding these qualifications.” Solicitation Attachment 1 – Cost Model does not identify any direct billable hours for Secretary III support. Please confirm that the Secretary III is to be assigned on-site to support specific requirements of the PWS.
The Secretary III position has been removed from the Labor Category Qualifications Requirement Attachment. All Program Management positions are to be on-site positions.

See question 15. The Government does not have a specific requirement for the labor category posted that has since been deleted. The offeror shall propose any Program Management structure so long as it meets the requirements of the contract. Please see Note 6 on the instructions page embedded in the Cost Model template. Program Management costs are to be billed as an indirect cost. If these cost aren’t part of the offeror’s indirect cost, they will need propose than as such. The basis for the proposed PMO OH rate shall be clearly documented. A sample PMO OH worksheet has been included for offerors to show the pools and basis that make up this rate.
17. Can the Government provide a list of seniority dates for all current SCA/CBA employees, or will the Government consider providing the number or percentage of employees in the various CBA seniority pools by labor category?
The Government will not be providing the requested seniority dates.
18. Please provide the requirements that will be acceptable for an individual to qualify as a general engineer under the Program Manager position.

Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will not be evaluated either favorably or unfavorably on past performance.
4. Volume 4 – Cost Proposal.
The total evaluated price will be the sum of all CLINs on tab “Section B” of the Cost Model spreadsheet to be included as a Solicitation Attachment. In order to be considered for award, all Offerors must complete and submit the completed Cost Model in accordance with the instructions provided therein. The costs for the Firm Fixed Price CLINs and ODCs have been provided for all Offerors and must not be changed.
Offeror cost/price proposals will be evaluated based on the stated criteria in Section M. This volume shall consist of all information, required to support proposed costs and prices. Certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award. The information submitted in this volume shall comply with FAR 15.408, Table 15-2, and the requirements set forth below. There are no page limitations for this volume.
a. The offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF33 and continuation sheets.
b. The proposal shall set forth a summary of the total estimated costs by cost element and shall provide a breakdown of the proposed estimated costs of each CLIN separately, including all direct and indirect charges and fees. In order to maintain a minimum level of commonality between proposals, each offeror is required to complete (in entirety) the Cost Model provided as a Solicitation Attachment. The spreadsheets contained in the Cost Model tool shall be completed for the base effort and each option year. All documentation furnished to support the cost summaries are to be provided in a format chosen by the offeror that is easily traceable to the cost summary sheets. Each offeror and any subcontractors shall submit both a protected and unprotected copy (showing formulas, etc) of the cost summary spreadsheets as part of their cost/price proposal.
c. The specific direct labor rates utilized to price the proposal must be identified in the cost and pricing proposal only. The proposal shall set forth a complete breakdown of the direct and indirect rates by category and the rationale thereof. Provisions for overtime and shift differential charges shall be clearly addressed on a per-hour basis. Bid codes (applicable codes used to identify a labor category in the offerors accounting system), employee names and/or other documentation (such as assigned letter of commitment for key personnel not currently employed by the offeror) to support the rates proposed shall be provided. Letters of commitment shall clearly identify the prospective employees’ agreed-to salary/hourly rate and other pertinent conditions of employment. The same detailed support data shall be furnished for all major subcontractors.
d. Direct labor hours and rates shall be delineated by labor category by contract year for the offeror and each subcontractor. The labor hour delineation must be directly traceable to the same information proposed in the Technical Volume.
e. Indirect expense rates shall be proposed in the same manner as direct labor rates, i.e., by contract year with the methodology used to derive any composite rates proposed.
f. An ESTIMATED normalized ceiling amount for Firm Fixed Price Task
Orders and other direct costs (ODC) has been specified for proposal purposes.
Each Offeror is to include these amounts in their proposals. Any material handling and/or G&A is to be applied to ODCs, as appropriate. Since ODCs are an estimated amount that may or may not occur, no fixed fee will be proposed or accepted.
g. Forward-pricing Rate Agreements (FPRA) shall be clearly documented with agreements and responsible Government officials identified.
h. Offerors are reminded to identify any uncompensated or partially compensated overtime included in the proposal – per FAR Clause 52.237-10.
i. Collective Bargaining Agreements (CBAs) and prevailing DoL Wage Determinations shall be considered and incorporated as necessary in proposing direct labor rates for Fair Labor Standards Act (FLSA) non-exempt personnel/wage categories covered by the Service Contract Act as referenced in FAR Part 22. Since the Wage Determination rates change during the life of the contract, offerors are NOT to apply escalation to non-exempt base labor rates covered by CBA/DoL. Escalation can be applied to FLSA exempt labor categories (i.e., management, professional, and administrative) as defined by DoL, however cannot be applied to FLSA/SCA non-exempt wage categories for the purpose of this solicitation and resulting contract. CBA and Wage Determination adjustments will be granted on the annual anniversary from time of award of the initial contract in accordance with FAR 52.222-43 or 52.222-44 as referenced in this solicitation/contract.
j. Offerors are reminded of the requirements of Section 39 of the Office of
Federal Procurement Policy (OFPP) Act (41 U.S.C. 1127, formerly 41 U.S.C.
435), as amended, which limits allowable costs for senior executive personnel compensation to $1,144,888 per year.
k. For proposal preparation purposes, the expected or approximate date for initiation of contract performance is 05 January 2017.
l. The offeror shall submit a complete breakdown of costs by major subcontractor. A major subcontractor is defined as a member of the offeror’s overall team who is expected to perform 10% of the total proposed price.
m. In accordance with FAR 16.301-3(a)(3) a cost contract can only be awarded when the prospective contractor's accounting system is judged adequate for determining costs applicable to the contract and individual orders. Therefore offerors will need to submit documentation demonstrating/validating the adequacy of the offeror's accounting system. Each Offeror shall also provide documentary evidence as to the adequacy of its purchasing system in accordance with DFARS 252.244-7001. Also, all offerors are required to document that they are financially capable of performing the proposed effort in accordance with FAR 9-104-1(a) & DFARS 253.209-1. Suitable supporting documentation should include financial statements and auditor's letters. Also please indicate if the Offeror's accounting system has been verified as adequate by the Defense Contract Audit Agency (DCAA) within the last three years. If it was found adequate or inadequate by DCAA, provide a copy of the audit report with the cost/price proposal.
In the event that the offeror, or any subcontractor proposed on a cost reimbursable basis, has not received a determination from DCAA or DCMA on the adequacy of their respective accounting system, they should submit to the Contracting Officer a Standard Form 1408, the template for which can be found at: http://www.gsa.gov/portal/forms/download/115778.
In addition, the Offeror shall provide information regarding the type and version of accounting software used (i.e. Deltek, Quickbooks, etc.) and any audit reports from CPAs or independent accountants/auditors commenting on the adequacy of Offeror's accounting system.
The above accounting system requirement is also applicable to subcontractors as well if the subcontract is awarded on a cost reimbursable basis. If the subcontractor's accounting system is NOT adequate, the prime offeror should consider a T&M or fixed priced award to the sub if the sub's accounting system is not adequate for cost contracts.
5. Volume 5 – Solicitation, Offer and Award Documents and Certification/Representations
Certifications and Representations – Each offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the RFP.
