The proposed award is for delivery of a Power Generation Module (PGM), Community Power Corporation part number 11-1803.
The PGM is a combined heat and power (CHP) system that uses a spark ignition (SI) engine that operates entirely on nitrogen diluted syngas. The PGM is housed in a 20-foot ISO shipping container, uses dual naturally aspirated engines, has a gross power generation of 120 kW, a net grid delivery of 100 kW, thermal capacity to export 500,000 BTU/h heat, meets EPA and CARB 2007 standards, and has a documented engine continuous run time for more than 12000 hours at 80+% availability.
The PGM is required for demonstration and validation of the "High Energy Density Waste to Energy Converter" (HEDWEC) prototype waste to energy system delivered under contract W911NF-09-C-0029. HEDWEC was originally designed to operate with a trio of 60 kW tactical quiet generators, but the planned demonstration sites (Hickam AFB and/or Fort Carson) require grid connection, CHP capability, and operation without using diesel or JP-8. Following acceptance of the PGM subsystem at the contractor facility, this module will be included as GFE for the demonstration/validation follow-on contract to W911NF-09-C-0029. Current anticipated demonstration site is Hickam AFB or Fort Carson.
The statutory authority permitting other than full and open competition is 10 U.S.C.
2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Proposed contractor has unique qualifications and intellectual property with respect to power generation equipment that interfaces with their BioMax 100 air-blown stratified downdraft gasification system. Contractor has already developed, under other contracts and/or internal R&D funding, a suitable power generation and energy recovery module (part number 11-1803) that can be paired with the HEDWEC prototype. Unique qualifications include selection and adaptation of suitable spark ignition engines for the specific type of producer gas delivered by the BioMax 100 and control systems that integrate with the BioMax and HEDWEC master control system. Given the present funding level and schedule constraints, this is the only credible source of supply without extremely high cost and schedule risk.
If the desired supplies are not provided on time, it will prevent or delay the Government's ability to conduct the HEDWEC demonstration/validation testing currently being planned with Hickam Air Force Base and the Department of Energy National Renewable Energy Laboratory (NREL). Furthermore, it could grievously harm NSRDEC execution of 0603005A, FY11 Alternative Energy Research Increase for Waste Disposal with Energy Conversion, which will rely heavily on the performance, operational, and maintenance test data from HEDWEC to plan follow-on R&D and developmental testing.
The desired contractor is at this time the only responsible source for this supply, and no other supplies will satisfy the agency's requirements. For a competitor to develop and build an equivalent system represents unacceptable increases to both schedule and cost that jeopardize the entirety of planned testing. If the desired contractor doesn't receive the award, it will prevent or delay the Government's ability to conduct the HEDWEC demonstration/validation testing currently being planned with Hickam Air Force Base and the Department of Energy National Renewable Energy Laboratory (NREL). Furthermore, it could grievously harm NSRDEC execution of 0603005A, FY11 Alternative Energy Research Increase for Waste Disposal with Energy Conversion, which will rely heavily on the performance, operational, and maintenance test data from HEDWEC to plan follow-on R&D and developmental testing.
It is anticipated that future acquisition of non-prototype deployable waste to energy systems (including and power generation / energy recover subsystems) will be based on a performance specification or commercial item description, and will include full and open competition. Regarding the entire HEDWEC system (including the subject power generation subsystem), it is not the only technology potentially capable of meeting Force Provider's requirement for solid waste remediation and energy recovery, so it can be reasonably expected that multiple offerors will be able to respond to such a future solicitation. (Known potential sources include Community Power, InfoSciTex, Thermogenics, Sotera, and SAIC.)
Market research was conducted leading up to the ARL BAA contract award, other relevant past efforts including NSRDEC SBIR topics, and most recently for NSRDEC's FY11 Alternative Energy Research Increase for "Waste Disposal with Energy Conversion" under Broad Agency Announcement W911QY-BAA-11-13. Investigation included assessment of the relevant technological state-of-the-art and identifying candidates capable of the meeting the agency BAA and SBIR topic goals. The Equipment and Energy Technology Team of the Combat Feeding Directorate is confident that purchasing this PGM for HEDWEC dem/val is in the best interests of the Government.
