SUBJECT: Questions/Answers TITLE: FY22 CJAG Fencing Project

SOL#: W91364-22-B-0002

Q&A:

Question #1: Do you have a Google Maps or Google Earth link where we are able to see the complete area? I can't find the Coordinates 84050-60200 from the SOW.

ANSWER #1: Please see the attached Google Map PDF. There should be further documentation in the SOW

Question #2: Will the fence offset be towards the inside or outside of existing fence?

ANSWER #2: The new fence will be approximately 20ft inside the existing perimeter fence.

Question #3: Will the government require site supervision from the SDVOSB (General Contractor / Construction Manager) or just the installing subcontractor? If there is required supervision by SDVOSB is this to be supervision for every hour worked by self-performing contractors full duration?

ANSWER #3: The contractor is required to provide a site superintendent whenever work is being performed. The site superintendent is not required to be an employee of the SDVOSB concern, however, the SDVOSB must perform at least fifteen percent of the work. Please see FAR Clause 52.219-14

Question #4: The government solicitation shows requirement for a payment and performance bond. Is the SDVOSB (either CM or GC) required to be the bondee or is the contractor performing the work (subcontractor) required to hold the P&P bond?

ANSWER #4: The Performance and Payments Bonds must be held by the SDVOSB concern with whom the government is contracting.

Question #5: Please confirm if a delineation survey will be provided to the contractor prior to the bid? If not, will contractor be responsible for this survey in the bid and for demarcation of the wetlands prior to work?

ANSWER #5: OHARNG does not anticipate any impact to existing wetlands with the Fence installation so a survey will not be provided. The contractor will not be responsible to include a wetland survey in their bid.
