A s described at FA

delays in fulfilling the agency’s needs. The ongoing com petitive source selection has taken m ore tim e than originally estim ated to com plete the follow
-on action due to unforeseen events, to include significant internal and external personnelshortages and m ultiple com peting priorities.
A n extension to the existing contract for 60 days w ill allow sufficient tim e to finalize the source selection, m ake aw ard, and offer a transition period, w hile also ensuring unacceptable delays do not occur for these critical and highly specialized services w hich directly contribute to the stability of A R
N G fam ilies and are vital to enabling m ilitary readinessand deploym ent of A

G personnel. To go to any other source otherthan the incum bent for this short duration w hile the com petitive action is being finalized w ould result in a break in service, causing unacceptable delays in fulfilling program requirem ents, as w ell as unnecessary and duplicative costs associated w ith ram ping up a new contractor for a short duration, vet new personnel w ho require background checks asthey have direct contact w ith m inor children, and execute projects/events that have been planned for m onths.Transition to a new contractor w ould translate to a disruption of services vital to the stability of A
R N
G fam ilies nationw ide. This w ould have a negative im pact on m ission readiness, and hinder deploym ent capability of A
R N
G personnel. This extension ensures the continuity of these critical services.
The current contractor provides for approxim ately 98 personnel w ho are geographically dispersed across the 54 States and Territories. A new contractorw ould incur significant start-up costs, recruitm ent and relocation fees and could endure m anning problem s,tim e required to train personneland issue G overnm ent Furnished Property ,as w ell as experiencing a significant degradation of service m aking this course of action neither cost effective nor realistic to expect another contractor to perform during thisbrief interim period.
A break in service w ould result in the cancellation of over 600 scheduled youth developm ent and outreach events this sum m er, valued at $2.5M
. These are conducted in conjunction w ith Y ellow
R ibbon R eintegration Program , Strong B onds Program events, U nit Fam ily D ays and Fam ily
R eadiness events in addition youth youth-centered M aster R esilience Training, State Teen Panel m eetings and youth sum m er cam ps that support fam ily readiness and youth resilience, currently planned for the height of the program ’s operation from
June through early O ctober2018.
G iven that Soldiers rely on these services for care and supervision during A nnual Training (A T), a break w ill cause a noticeable disruption to units, unit leaders and the A djutants G eneral (TA
G s).
Leaders w ill be forced to address individual personal life concernsthat w ill stem from disrupted child/youth care situations that fam ilies had incorporated into their personal planning around A
R N
G training. Soldiers w ith youth counting on these services m ay have to opt out of collective or individual training plans.
In June through Septem ber2018,there are over 100 Y ellow
R ibbon R eintegration Program and
Strong B onds Program events that require C hild &
Y outh Program support, outside of separately-contracted childcare for the 0-5 year olds. In addition, there are three
R egional Y outh Leadership Forum s, and over 250 single-day and overnight Experiential Y outh D evelopm ent events (State
Teen Panel m eetings, youth cam ps, resilience training, life skills training, and Y outh/Fam ily O utreach during U nit Fam ily D ays and Fam ily R eadiness events) scheduled, along w ith end-of-school year and beginning-of-school year Education O utreach. W hile Education O utreach can be postponed to the next school year, Spring/Sum m er events are forecasted m onths in advance and involve contracting efforts and intensive coordination betw een num erous m ilitary, fam ily and civilian entities. M any of these events are only offered once each year and require significant

planning and coordination efforts. A s event sites require reservations several m onths in advance, events cancelled due to this disruption could not be rescheduled until 2019. Furtherm ore, it w ould critically dam age the state/territory C hild &
Y outh program s for the rem ainder of 2018. It w ould also erode the credibility of the Soldier &
Fam ily Support D ivision w ith the A djutants G eneral and result in the cancellation of hundreds of C hild &
