DOCUMENTPAGE #QUESTIONGOVERNMENT RESPONSE
Solicitation2Reference ITEM 2 TRAVEL. Why is the Government requiring bidders to bid price for a Cost Reimbursable Travel CLIN? This is not standard contracting practices for COST REIMBURSABLE travel.NOTED
2Reference ITEM 2 TRAVEL. The Government was asked several questions concerning how to bid the TRAVEL CLINS. The Government did not answer the questions sufficiently to allow bidders to determine competitive costs. Since Travel is a COST REIMBURSABLE CLIN, we highly recommend the Government tell bidders to use a specific plug number or have bidders to leave this CLIN blank. Also, since the CLIN is "estimated" cost, any figure that is entered is just estimated; there is no Not to Exceed (NTE) clause. If the Government continues to require bidders go through an exercise of pricing COST REIMBURSEABLE travel bidders will need a better definition of the travel requirement than what has been provided to date.BIDDERS ARE TO USE $300,000 FOR TRAVEL COST
2Reference ITEM 2 TRAVEL. If the Government requires bidders to price the travel CLIN, bidders will require specific information concerning the Government's travel requirements so all bidders are pricing against the same requirement. Information provided in the last Q&A is not sufficient to competitively price the Travel requirement. Please provide a spreadsheet listing each anticipate travel requirement to include: Place of Origin, Desitination, Number of work days each trip (exlcudes travel time).BIDDERS ARE TO USE $300,000 FOR TRAVEL COST
2Reference ITEM 2 TRAVEL. Will the Travel bid be part of of the Total Evaluated Price?NO
2Reference ITEM 2 TRAVEL. How will the Government evaluate travel pricing? Since it is a LOT and CR, the numbers only hold estimated value. As such, why is the Government making estimated, non binding price and competitive item?NOTED
GeneralRequest the proposal due date be moved to 7 Jul. This is needed to price 95-115 trips after receipt of more detailed information from the Government.THE PROPOSAL DATE WILL REMAIN 27 JUN 17
